Result of Service
By the end of this assignment, the consultant is expected to deliver the following results: 1. Enhanced Early Warning System Knowledge Base: A comprehensive compendium of good practices, case studies, and lessons learned from successful early warning systems in Tajikistan, tailored to the country’s specific disaster risk landscape and community needs. 2. Strengthened Stakeholder Coordination: Successful facilitation of four EW4All roadmap consultation meetings with key government stakeholders, leading to actionable feedback and documented progress on the EW4All implementation roadmap. 3. Improved Data Access and Sharing Mechanisms: Supported data-sharing consultation meetings with relevant national entities, resulting in increased clarity on data access protocols, coordination needs, and enhanced collaboration for risk data sharing. 4. Strengthened knowledge on DLD in decision-making: Enhanced knowledge of the need for and effectiveness of disaggregated disaster loss data in analyses, decision-making, use in strengthening EWS and resilience. New national statistical form for reporting losses from disasters developed.

Duties and Responsibilities
Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The Early Warnings for All (EW4All) initiative, a global effort coordinated by the United Nations, seeks to ensure that every person is protected by early warning systems by 2027, prioritizing the areas most affected by climate and disaster risk. EW4All aims to strengthen early warning systems by promoting shared risk information, engaging government, and community stakeholders, and advancing technology for faster response to disasters. In support of these goals, the Swiss Agency for Development and Cooperation (SDC) has funded a project to advance EW4All in Tajikistan. Under the supervision of the Risk Knowledge Programme Management Officer, and in close collaboration with the UNDRR National Officer in Tajikistan, the consultant will contribute to the goals by creating a compendium of best practices, organizing consultative meetings, and supporting the knowledge behind data-sharing practices by supporting consultations with national partners. The consultant will ensure the following tasks and responsibilities: • Developing a compendium of best practices and case studies in early warning systems (EWS) specific to Tajikistan. • Organizing stakeholder consultation meetings to monitor progress and implementation of the EW4ALL Roadmap for actions. • Supporting the national consultant in conducting national data-sharing consultations to enhance access to and coordination of disaster-related risk data for enhancing EWS. • Facilitate training with national and local authorities on disaster lost databases (DLD) (including gender disaggregated data) • Facilitate consultation meetings related to data sharing and access to existing structures of risk data (crisis management center, open centers, etc.) • Contribute to facilitating a consultation with state authorities on developing a new statistical form for reporting losses from disasters • Contribute to facilitating communication events EWS during the Global Platform for DRR the EW4All Interpillar workshop on risk communication The consultant will be home-based and will report to the Programme Management Officer under the overall supervision of the Deputy Chief, within limits of delegated authority.
Qualifications/special skills
Advanced university degree or equivalent experience in information management, national resource management, environmental sciences, political sciences, humanities, disaster risk management, social sciences, public relations, or related fields is required. A first-level university degree in combination with at least two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Minimum of 5 years of professional experience in disaster risk reduction, disaster risk management, emergency response, climate change or a related field is required. Experience with data collection, management, and analysis, particularly in the context of disaster loss data, is required. Demonstrated experience in working closely with national or local authorities in the context of disaster management or data collection is required. Professional experience in Tajikistan and Central Asia is desirable. Experience in early warning systems is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. Fluency in English and Russian are required. Knowledge of Tajik is desirable.
