Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Department of Safety and Security (DSS), Division of Partnerships and Specialized Support (DPSS), Office of the Director. DPSS provides support to the Under-Secretary-General through the Training and Development Section, the Critical Incident Stress Management Unit, the Physical Security Unit and the Protection Coordination Unit. This office also has additional components that address, inter alia, Commercial Air Travel Safety, Road Safety and Resource Mobilization. Responsibilities
Within delegated authority, and under direct supervision of the Director, Division of Partnerships and Specialized Support (DPSS), the Programme Management Officer for Resource Mobilization will be responsible for the following duties: • Develops, implements and evaluates concept notes and funding proposals, in collaboration with colleagues, while being responsible for the quality assurance of the documents and checking the completeness of the proposal in line with the donor requirements; monitors programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; ensures timely and quality reporting to donors; monitors timely closure of extra-budgetary projects; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments by mapping new potential strategic partners and identification of opportunities for in-kind support. • Develops an action plan to implement the UNDSS Resource Mobilization Strategy. • Researches, analyzes and presents information gathered from diverse sources, engages in review and analysis of ODA-related issues and funding trends, and in the preparation of other research activities and studies. • Coordinates the development of a communications strategy for Resource Mobilization. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops for UNDSS personnel, etc.; makes presentations on assigned topics/activities; coordinates the development of compelling communications and advocacy materials, which can be easily customized for different partners. • Provides guidance to external consultants and UNDSS staff on all issues related to Resource Mobilization. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.), as well as donor reports. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in social sciences, business administration, management, communications, fundraising, economics or a related field. A first-level university degree in in the specified fields of studies in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in resource mobilization, strategic communications, project or programme management, or related area is required. Experience in writing material for partnerships or resource mobilization, including project proposals and promotional material is required. Prior experience in resource mobilization for the United Nations or another international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
