Background

Organizational Context
Under the overall guidance and supervision of the Chief Security Adviser (CSA) or the Deputy Security Adviser (DSA), the Security Operation Centre Operator assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel in the country or in the region of assignment by doing the tracking of the missions through Travel Request Information Process (TRIP) and giving an early warning on natural or man-made disasters or security incidents/accidents, helping to coordinate the adequate response, and also supporting and maintaining the GSM/Satellite based Emergency Communication System (ECS), Safety and security database and UN access integrated system platform

The Security Operation Center Operator works under the tasking authority of the Security Communications Center Supervisor, in close collaboration with the Deputy Security Adviser, Field Security Coordination Officers in the Regions, Field Security Associates / Local Security Assistants in the Regions, and Agency Security Focal Points/Wardens in providing a coordinated and enabling support to field missions and ensuring the safety and security of UN personnel and dependents through the efficient use of GSM/Satellite based and radio communications.

The Security Operation Center Operator will assist with administrative issues when required.

Duties and Responsibilities

Summary of key functions:

  1. Management of GSM (Global System for Mobile)/Satellite based Emergency Communication System
  2. Provides GSM/Satellite base/Telecommunications support and advice
  3. Provides “Support Users” through the use of applications and web-based (Android & OS/Operating System) on their Smartphone
  4. ID System and UNDSS Safety and Security Information Database
  5. Media Watch and Provision of Administrative support

Functions / Key Results Expected

Management of GSM (Global System for Mobile)/Satellite based Emergency Communication System focusing on achievement of the following results:

  • Tracking and early warning or quick response to the security and safety needs of UN staff trough the efficient management of GSM (Global System for Mobile)/Satellite/mobile application communications during office hours and during off working hours during emergency crisis;
  • Security-related messages should be forwarded to the concerned security management system personnel and actions must be logged properly in the logbook and stored in the data system;
  • Ensure all incoming tracking system messages from UNDSS (United Nations Department of Safety and Security) in the regions, and ASFPs (Agency Security Focal Points) related to UN missions are logged properly and stored in data system; Ensure the maintenance of ECS (Emergency Communication System) communications data system;
  • Update the list of all concerned satellite, cell, telephone, emails, and Sel-calls of UN offices and vehicles.
  • Update the internal telephone directory; critical security staff lists, Warden and Comms trees of the AFPs (Agency Fund and Program), ASMT (Area Security Management Team) structures in the regions; and Go) Government of Indonesia) security contact lists, including INP (Indonesian National Police), and in case of disaster, BPBD (Badan Penanggulangan Bencana Daerah/Regional Disaster Management) and BNPB (Badan National Penanggulangan Bencana/National Disaster Management)
  • Conduct tests of cell and satellite phone communications with the UNSMS (United Nations Security Management System) organizations in Jakarta (and field offices as appropriate).
  • Ensure that smart phone apps and applications are functioning well.

Provides GSM/Satellite base/Telecommunications support and advice focusing on the achievement of the following result:

  • In coordination with the Deputy Security Adviser and Field Security Coordination Officer, Field Security Associate, Local Security Assistants and Agency Security Focal Point will disseminate the applications/programs that are compatible with their Smart phones for tracking purposes.
  • Similarly, security advisories will be sent by messages through SMS or Android/IOS applications to FSCOs (Field Security Coordination Officers). LSAs (Local Security Assistants) and ASFPs (Agency Security Focal Points) re current security/emergency situation in the areas where they operate.

Provides “Support Users” through the use of applications and web-based (Android & OS /Operations System) on their Smartphone, focusing on the achievement of the following results:

  • Assists and train newly arriving staff members on how to provide staff list information prior to security briefing and obtaining UN ID Card.
  • Provide assistance in downloading applications in their phones and the use of web-dashboard for ASFPs (Agency Security Focal Points) as appropriate.

ID System and UNDSS Safety and security Database, focusing on the achievement of the following results:

  • Input data from the information sheet of UNSMS (United Nations Security Management System) personnel in the UNDSS Security ID Database, keeping it updated for a quick reference during emergencies.
  • Print/issue UN ID (United Nations Identification) and logged it properly when issued to UN staff and submit report on the number of IDs issued to UN staff and dependents on monthly basis
  • Remind staff to report lost ID and consolidate and submit the report on monthly basis to DSA/FSCO (Deputy Security Adviser/Field Security Coordination Officer); when UN personnel finished contractual obligations, HR sections of AFPs need to collect their IDs and bring back to UNDSS SOC Security Operation Center) Operators that will update the UNDSS Security ID (Identification) Database and destroy the IDs.
  • Ensure that HR (Human Resources) sections from AFPs (Agency Fund and Programmes) are collecting the expired UN IDs to be exchanged for the renewed ID cards.
  • Ensure that FSAs /LSAs (Field Security Associate/Local Security Assistant) are providing safety and security incidents in safety and security database
  • Remind FSAs/LSAs to update the incidents on daily basis
  • Download all required list / information document from integrated database system
  • Ensure all existing databases are functioning well

Media Watch and provision of administrative support. focusing on the achievement of the following results:

  • Monitor news reports from the TV (Television) and internet that may have impact on UNSMS personnel and operations in the country or the region and report immediately to concerned UNDSS staff for their appropriate actions.
  • To support UNDSS administrative related works: To liaise with UNDP (United Nations Development Programmes) related procurements, asset, and inventory for UNDSS.
  • The SOC (Security Operation Center) Operator could be asked to draft minutes of security meetings if required.

Impact of Results

The duties performed by the Security Operation Center Operators have a direct impact on the security and safety of UN staff operating in the field and also the UN property. The key results have an impact on the success of country office communications and operation activities between the country office and the various field offices.

Required Skills and Experience

Recruitment Qualifications

Education:

  • Bachelor Degree in relevant study is highly desirable or
  • High School graduate, in the related fields with additional 3 years of relevant experience will be given due consideration in lieu of Bachelor Degree

Experience:

  • 2 (two) years’ experience including experience in management data, GSM/Satellite phone or web-based would be highly desirable
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc)
  • Experience and Knowledge in hardware installation and maintenance is an asset
  • Experience in collecting and summarizing administration report
  • Experience working with Government and UN/UNDP procedures would be desirable
  • Experience in managing online meeting platforms, documentation of paperwork database, photos, and archiving system

Language Requirements:

  • Proficiency in English (both oral and written).
  • All security communications within the UN are carried out in English, therefore a high standard of spoken English is required. The post also includes translating written documents from Bahasa Indonesia-English-Indonesia.
