Duties and Responsibilities Background The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action. The Caribbean Regional Coordinating Unit (CAR/RCU) was established in 1986 in Kingston, Jamaica and is the Secretariat for the Convention for the Protection and Development of the Marine Environment of the Wider Caribbean Region (Cartagena Convention) and the Caribbean Environment Programme (CEP). The Cartagena Convention, which has been ratified by 26 of 28 UN Member States in the Wider Caribbean Region, serves as an overarching governance framework for environmental protection and sustainable development in the region. The office also serves as a hub for information for its 35 Member Countries and Territories, throughout the Wider Caribbean Region, as well as the general public. The Convention is the only legally binding agreement of its kind in the region, and it is supported by three Protocols on Oil Spills, Specially Protected Areas and Wildlife (SPAW) and Pollution from Land-Based Sources and Activities (LBS). CEP has two main technical Sub-Programmes:

• Assessment and Management of Environmental Pollution (AMEP)
• Specially Protected Areas and Wildlife (SPAW) The PROMAR (Prevention of Marine Litter in the Caribbean Sea) Project, as part of the AMEP portfolio, is contributing to the reduction of waste streams, namely plastic packaging and single-use plastics, into the Caribbean Sea while promoting circular economy solutions in eight (8) countries through the application of circular economy solutions. One aspect of the Project is to raise awareness about the importance of preventing marine litter and to educate about how to do so. To reach stakeholders engaged in the PROMAR project in Suriname, a translator will be required for English-to-Dutch translations. The Translator will ensure the accurate and high-quality translation of selected PROMAR project documents relevant for Suriname, maintaining the integrity, tone, and technical specificity of the original texts. The following tasks will be required of the Translator/Translation Agency: 1. Translate the provided documents from English to Dutch 2. Preserve the meaning, context, and technical terminology used in environmental, marine, and legal content. 3. Ensure grammatical correctness and stylistic consistency appropriate for professional and technical documentation. 4. Deliver translated documents in editable Word format and/or any other format as requested. 5. Conduct one round of revisions based on feedback from the PROMAR project team The individual contractor will be under the direct supervision of the AMEP Programme Officer, Ms. Laverne Walker.

Qualifications/special skills A first level degree from a university or an institution of equivalent status is required. At least five (5) years’ experience in translations is required. Experience providing language services to a United Nations Organisation is desirable. Proven experience in professional English to Dutch translation, preferably in environmental or marine sectors. Demonstrated ability to handle technical and legal vocabulary with precision. Fluency in both Dutch and English (native-level proficiency in Dutch preferred). Familiarity with Suriname’s legal and institutional context (desirable).

Languages Fluency in both English and Dutch is required for this consultancy. Native level proficiency in Dutch is preferred.
