Under the direct supervision of Project Manager in the Resources and Markets Branch, Industry and Economy Division, the consultant is required to deliver the following outputs: a. Inception Report: containing an assessment of project design quality, evaluation framework and a tentative schedule for the final evaluation. b. Preliminary Findings Note: typically in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings. c. Draft and Final Evaluation Report: containing an Executive Summary that can serve as a stand-alone document; detailed analysis of findings from the final evaluation organised by review criteria and supported with evidence; lessons learned and recommendations and an annotated rating table.

Duties and Responsibilities
The Consultant will conduct a final evaluation for the “Strengthening national capacities of nine Asia-Pacific countries to address plastic pollution by developing, updating, monitoring and reporting on National Action Plans, in the context of the negotiation for a global agreement” project, implemented by the United Nations Environment Programme (UNEP), funded by the 2030 Agenda for Sustainable Development Sub-Fund of the United Nations Peace and Development Trust Fund (UNPDF). In line with the UNPDF Evaluation Framework, UNEP Evaluation Policy, and the UNEP Programme and Project Management Manual, this final evaluation is undertaken to assess project relevance and coherence, its performance (in terms of effectiveness and efficiency) and determine outcomes (results) and actual impacts stemming from the project, including their sustainability. The final evaluation has two primary purposes: i. to provide evidence of results to meet accountability requirements, and ii. to promote operational improvement, learning and knowledge sharing through results and lessons learned among UNEP, the project countries and the donor. Therefore, the evaluation will identify lessons of operational relevance for future project formulation and implementation, where applicable. The evaluation will also respond to specific strategic questions of interest to UNEP and to which the project is believed to be able to make a substantive contribution.
Qualifications/special skills
An advanced university degree in environment/social/natural science, environmental policy, law, political sciences and equivalent academic qualifications, or equivalent work experience is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree; At least 10 years (post-graduate) work experience with international development assistance experience in relevant fields is required; Extensive evaluation/technical experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; A good/broad understanding of thematic areas such as environment, green economy, resource efficiency and natural resource management is desired; Process management skills such as facilitation skills and ability to negotiate with a wide range of stakeholders is desired; Working knowledge of the UN system and specifically the work of UNEP is an added advantage; Experience and knowledge of Asia and the Pacific context is an asset.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
