Result of Service
The Consultant will deliver the following: – Provide technical inputs and coordination support in the production of one awareness video on PCS as part of the established communication strategy. – Provide technical inputs and support the finalisation of the Building Design Guidelines – Provide technical support in updating data and modelling on cooling load reductions, reduced energy demand and reduced emissions from passive cooling in the building sector of Cambodia, based on data gathered from the demonstration project. – Provide technical inputs, using the demonstration projects evidence base, to support the finalisation of policy recommendations based on demonstration project results. – Develop inputs on cooling based on PCS guidelines and National Cooling Action Plan for the 2025 NDC update. – Provide technical inputs to support MoE integration of PCS into Environment Impact Assessment (EIA) by revising and updating the existing EIA frameworks to include targeted and measurable PCS considerations. – Provide technical inputs to support MLMUPC in for integrating PCS into building codes.

Duties and Responsibilities
A consultant is needed to provide support in stakeholder coordination and execution of technical deliverables to the implementation team as the “International Technical Advisor”. The Consultant will provide technical and policy support in data collection and technical assessment; conduct technical consultations; national technology and policy review in the Cambodia context. Review and drafting of technical reports and engagement with local experts. Output expectations 1. Project stakeholders are aligned on overall objectives and activities throughout the course of the project. 2. Revision and validation process for publication of the Design Guidelines containing minimum passive cooling performance requirements and guidelines for their integration into building regulations and standards in Cambodia. Support Government in integration of PCS requirements into Cambodia’s Building Code, upcoming NDC 3.0 update and Environmental Impact Assessment (EIA). 3. A demonstration project for the integration of PCS in Cambodia, whereby passive cooling integration recommendations of a building in Cambodia are completed, in partnerships with private developers. 4. Capacity Building and Awareness Raising on using Passive Cooling Solutions in Cambodia for building developers, designers, and end-users on incorporating PCS. 5. Community of practice on passive cooling strategies in Cambodia is supported with trainings and convenings. 6. Provide the national and local context of UHIE analysis and recommendations. 7. Provide support to the regional workshop.
Qualifications/special skills
The consultant should have a post graduate qualification in architecture, urban planning, engineering, energy or a related field. A first level university degree in combination with seven additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 5 years in a relevant field of work, with several years focus on building energy management, building design, cooling or environment. Practical experience in facilitating multi-stakeholder engagement, institutional support and capacity building is essential. Experience working with the Government of Cambodia is an asset. Professional experience of working with UN projects would be an added advantage.
Languages
Fluency in written and oral English is required.
