Result of Service

Ultimate result of service The Consultant will have the following deliverables: 1. Development of training materials IBF framework and methodology document from seasonal forecasting to impact on agriculture sector, including for loss and damage 2. Collecting the relevant geospatial data from Pacific and creating the first sample of IBF for pacific region using the latest consensus from Oct 2025 and adding this new part to the RRP 3. Integrating the current IBF tool into the RRP including advancing front and back-end capabilities and registered user interaction 4. Training stakeholders on: a. IBF framework and the Rapid IBF tools; receiving feedback on the new tool and prepare a document on potential usage and necessary adjustments b. Present IBF tool used for cyclone at PTC forum in 2026 including travel costs if relevant 5. Creating a storyboard on IBF: a. Prepare storyboard on IBF b. Develop and implement storyboard on IBF, incorporating into the RRP

Duties and Responsibilities

Background The project “Building disaster and climate resilience to food and energy crisis in Asia and the Pacific)” aims to address the compounding and cascading crises faced by the Asia Pacific region, particularly in food and energy sectors caused by disasters and climate change. ESCAP resolution 78/1 commits to strengthen the resilience of the region’s economies and societies against wide-ranging socioeconomic effects of pandemics, natural disasters, climate change and other shocks. The project seeks to build capacity of selected countries in the Asia-Pacific region to better manage the increasing and shifting variability of climate and disaster risks in food and energy systems to build long term resilience. During the project workshops, a need emerged for additional capacity building on impact based forecasting (IBF) and customizing impact based forecasting to the country context. This project will respond to the country needs for additional capacity building for impact based forecasting. Responsibilities Under the direct supervision of project manager, IDD, the incumbent will perform the necessary tasks to: (a) develop IBF tools for critical sectors on the Risk and Resilience Portal (b) updating the Portals functionality and accessibility.

Qualifications/special skills

Advanced Degree in Computer Science, Software Development is required, and / or equivalent to computer technology is advantage. Multiple years of experience in software development for institutions with international exposure. Demonstrated technical expertise in programming, open-source software, and database management systems including, but not limited to Ruby, Python, SQL, Drupal, Solr, CKAN, Fenix, GIS and D3

Languages

Good command over English for successful implementation of the work.
