Duties and Responsibilities

The Environment and Development Division (EDD) of United Nations ESCAP is leading implementation of a project titled ‘Support for the development of a pathway to 2025 Nationally Determined Contribution (NDC) of Papua New Guinea (PNG)’ which seeks to provide technical and advisory services and capacity development support to review progress of current NDC implementation and achievements in GHG emissions reductions, to develop an enhanced national GHG emissions inventory for all sectors and ETF for the preparation of the BTR1, and well defined and more ambitious NDC 3.0 commitments with emission reduction scenarios and trajectories till 2035 through a consultative and inclusive consultation process engaging all stakeholders. As part of the project, a Climate Action Stakeholder Engagement Specialist is required to provide technical and advisory services to the UNFCCC National Focal Point of PNG and the NDC and Biennial Transparency Reporting Focal Point of the Climate Change and Development Authority of Papua New Guinea to ensure high political consensus and approval of the Pathway to Nationally Determined Contributions (NDC 3.0) through wide engagement of all stakeholders in the country. Under the joint supervision of Chief of Environment and Development Policy Section (EDPS) and the Managing Director of the Climate Change and Development Authority of Papua New Guinea who is also the UNFCCC NDC and Biennial Transparency Reporting Focal Point of the country, and with guidance from the responsible Environment Affairs Officer, Environment and Development Policy Section (EDPS), the National Climate Action Stakeholder Engagement Specialist will support the development of consensus on, and approval of, the Pathway to Nationally Determined Contributions (NDC 3.0) through wide engagement of stakeholders.

 

Qualifications/special skills

An advanced university degree (Master’s or equivalent) in the field of environmental governance, management and development, natural sciences, sustainable development is required. A minimum of 7 years professional experience with proven skills and expertise in the field of climate action research and consultation activities, including understanding of national stakeholders, as well as coordination mechanisms supporting MRV systems, GHG emission inventory and sectoral climate policies in PNG Good understanding of reporting requirements of the Paris Agreement and the NDC development processes in PNG Experience in developing clear communication materials for various sector stakeholders Experience in conceptualizing national consultation processes to support adoption of climate related plans and strategies will be desirable Familiarity with and experience in working with subnational and national government structures and stakeholders, documentation and mechanisms in PNG. Good understanding of the socio-economic and environmental challenges and achievements of PNG Experience in leading teams or supervision is desirable Knowledge of the United Nations System is desirable; principles, values, goals and approaches, including human rights, gender equality, cultural values, the Sustainable Development Goals
