Result of Service
The consultancy will contribute to strengthening the national capacity of Jordan to collect, analyze, and disseminate data on South-South Cooperation according to the newly developed framework. It will enhance coordination between national statistical and development authorities, facilitating more effective reporting on SSC. Additionally, the consultant’s work will foster closer collaboration with the UN Regional Commissions, UNCTAD Statistics, and other international bodies, ensuring alignment with global best practices and the achievement of SDG Indicator 17.3.1.

Duties and Responsibilities
Background: The outcome document of the 2nd High-level United Nations Conference on South-South Cooperation (A/RES/73/291) encourages all stakeholders to support initiatives for the collection, coordination, dissemination, and evaluation of information and data on South-South Cooperation (SSC) at the request of developing countries. In line with this, the established Working Group on the Measurement of Development Support developed a proposal for SDG indicator 17.3.1, which defines the key principles and components for measuring development support, including SSC. As a result of this work, an agreed, voluntary Conceptual Framework (CF) for the measurement of SSC was developed by countries of the Global South and adopted by the UN Statistical Commission and the General Assembly in 2022. The aim of this project is to strengthen developing countries’ capacity to measure and report data on SSC to manage and mobilize resources for the 2030 Agenda. In the context of the current UN Development Account project, Quantifying South-South Cooperation to Mobilize Funds for the SDGs, UNCTAD, the UN Statistics Division, and four UN Regional Commissions, together with partners, will support eight developing countries across Africa, Asia, and Latin America in measuring the financial and non-financial modalities of SSC. This will help inform policy actions aimed at achieving the SDGs by effectively managing and mobilizing resources. Each pilot country, including Jordan and Qatar, is expected to collect data on SSC within the agreed framework, prepare initial estimates, and test the methodology for SDG indicator 17.3.1. The results will be compared with existing data on SSC or Official Development Assistance (ODA), where available, to provide a clearer picture of the scope and impact of SSC in each country. Duties and Responsibilities: Under the supervision of the ESCWA Chief of Economic and Environment Statistics, and in close collaboration with UNCTAD, the lead agency implementing the project, the consultant will work in coordination with national authorities in the country, primarily the national statistical office and the agency responsible for international cooperation, providing them with the necessary tools and skills to effectively gather and report data on SSC, specifically for SDG Indicator 17.3.1, in alignment with the voluntary Conceptual Framework (CF) for SSC measurement. The consultant will design data collection tools based on the template for data collection developed within the framework and engage with national authorities in the pilot countries to facilitate data collection and the implementation of pilot activities. As part of the assignment, the consultant will assist the national counterpart in understanding and implementing the Conceptual Framework and other relevant technical materials. The key duties and responsibilities of the consultant include: a. Assisting Jordan in reviewing existing data for reporting on SDG Indicator 17.3.1, in accordance with the voluntary Conceptual Framework (CF) for SSC measurement and the related data collection template. b. Documenting Jordan’s experience in preparing inputs based on the manual for measuring South-South Cooperation, highlighting challenges and solutions encountered. c. Developing tools and documentation to facilitate effective data collection and processing for Jordan. d. Providing the collected data to the implementing agencies (ESCWA, UNCTAD) in alignment with the framework. e. Collaborating with the project implementing agencies’ team to draft and publish brief news articles highlighting progress in the measurement of South-South Cooperation in Jordan.

Qualifications/special skills
A bachelors degree, in international development, international cooperation, economics, statistics, or in a related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of five years of experience in international development, economics, foreign direct investment, or loan-related activities in a national context is required. Demonstrated knowledge of development cooperation issues and experience working with developing country governments is required. Experience managing data and proficiency in data reporting is required. A proven track record in conducting related research is desirable. Experience in international cooperation with national or international agencies, development cooperation agencies, or research/academic institutions is desirable. Specialized knowledge of challenges related to South-South Cooperation is desirable. Strong analytical, research, writing, and communication skills are required Excellent drafting skills is required.

Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
