Context

The GBV Humanitarian Officer, under the supervision of the GBV Program Coordinator and in collaboration with the GBV Specialist and hub coordinators, will support UNFPA’s GBV humanitarian interventions to achieve the 2023-2025 CPD and the three transformative results, as well as the Humanitarian Response Plan and United Nations Sustainable Development Cooperation Framework. The Officer will work closely with implementing partners, GBV AoR members, and other humanitarian stakeholders to ensure effective delivery of humanitarian assistance. This includes monitoring humanitarian developments, liaising with stakeholders, contributing to reports, and supporting project implementation. The ideal candidate is highly organized, detail-oriented, and able to work independently in a fast-paced environment. Strong communication and interpersonal skills are essential.

Task Description

Under the supervision of the GBV programme coordinator the National GBV Humanitarian Officer will be responsible for the following duties: 1- GBV Programme: • Understand the Humanitarian funding mechanisms and contribute to the development of CERF, CBPF and other proposals to address GBV needs. • Supporting routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs; and ensuring participation of national counterparts in training activities and learning exercises. • Provide guidance and support to the UNFPA GBV IPs on all aspects of 1-prorgamme implementation. • Track budget utilization and activities implementation. • Participate in field joint field missions, and liaise with GBV Coordinators in the fields, and provide the necessary support regarding humanitarian issues. • Prepare or contribute to the preparation of various written reports including access monitoring reports, response monitoring and gap analysis; • Monitor and analyze access constraints and liaise with the authorities to facilitate humanitarian access for the most vulnerable (IDPs, PLWD, rural areas). 2- GBV Coordination: • Support in participating in working groups, meetings, conferences, trainings,consultations with other agencies and partners with the aim of improving humanitarian and emergency relief-related matters; • As appropriate, help organize and/or participate in coordinated assessment missions to build consensus on humanitarian needs and priorities; • Maintains a network of local contacts among key stakeholders, including de facto authorities and the humanitarian community; • Supporting advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. 3- Humanitarian: • Review and provide advice on policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance; • Track information required for early warning of potential humanitarian emergencies and as appropriate promote preparedness measures, including interagency contingency planning or Minimum Preparedness Actions (MPAs); • Prepare briefing materials and presentations providing up-to-date analysis on trends and developments on the humanitarian situation in the country or in specific governorates to better position UNFPA’s GBV response; • Support the Yemen Humanitarian mechanism through preparing and carrying out monitoring visits and supporting the development of hub level strategy and priorities • Ensure that emerging GBV and women protection issues are better understood and better reflected in the UNFPA Strategic documents, including advocacy notes for fundraising and the proposals. • Support in monitoring, analysing and reporting on GBV, Gender humanitarian developments in the area of coverage, in support of the GBV AoR/ SC. • Support in liaising with national authorities and humanitarian partners at the national level to triangulate humanitarian information, especially the GBV related issues and effectively identify and map humanitarian needs-gaps and response activities in close coordination with the GBV AoR coordination team and especially, the GBV IM officer; • Liaise with the GBV and Protection Cluster to participate actively in the overall HNO, HRP preparation process ensuring that the 3 Transformative Results are better reflected in these strategic documents. • Using the GBViE minimum standards, survivors’ centred approaches and IASC guidelines to ensure GBV/SRH proposal writing for fundraising aiming at lifesaving interventions to reach the vulnerable and those left behind. • Liaise with the GBV and Protection Cluster and other stakeholders to actively participate in all field monitoring exercises like JIAF, MIRA and ensure that GBV is fully integrated.
