The UNFPA Junior Professional Officer (JPO) Programme is intended to provide on-the-job training for young professionals who wish to obtain practical experience in development assistance.  It gives them an opportunity to acquire professional knowledge in population projects in a developing country. Learning Elements:         

Upon completion of the assignment, the JPO will be able to: 

  • Appraise and prepare projects. 
  • Write assessment reports.

Training:

  • Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide 
  • Orientation Programme and other training and learning opportunities provided by UNFPA

Supervision:

The JPO will be under the immediate supervision and guidance of the Human Resources Adviser, Talent Acquisition in the Division for Human Resources. The JPO Focal Point at the UNFPA Headquarters will be advising the JPO for career development and administrative issues.

Content and Methodology of Supervision:

As part of the UNFPA JPO programme overall framework, the JPO will benefit from the following supervision modalities:

  • Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO.
  • Establishment of a work plan, with clear key results.
  • Effective supervision through knowledge sharing and performance/development feedback throughout the assignment.
  • Easy access to the supervisor.
  • Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness
  • Guidance and advice in relation to learning and training opportunities within the field of expertise.
  • Job-related guidance in a timely, constructive and appropriate manner is provided on a continuous basis.
  • The functions of all staff and what is required of the JPO and how this relates to the overall mandate of the UNFPA will be explained.
  • All necessary information, rules, policies, equipment and other tools required will be provided.
  • The JPO will have opportunities to use his/her skills and abilities fully and to contribute to the work of the office to the best of his/her abilities.
  • Supervisors will take an overall interest in the JPO’s development and provide encouragement and advice on how the JPO can realize his/her potential.
  • If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties.
  • Annual performance appraisal and development with the supervisor (CPM).

Duties and Responsibilities

The HR Analyst will work under the supervision of the Human Resources Adviser, Talent Acquisition, in the delivery and execution of HR services and programmes to managers and staff. The HR Analyst will support matters concerning talent sourcing, recruitment, onboarding and induction, mobility, and other HR operations; and assist to establish procedures and guidance material. The HR Analyst will have access to advice and on-the-job training from specialists in the individual HR occupations in the resolution of on-going non-routine casework. 

You would be responsible for: 

Support Talent Acquisition Strategies and Activities 

  • Support development of effective and innovative branding, sourcing and outreach strategies and approaches to meet evolving programme needs;
  • Supports outreach activities including incorporating effective use and leveraging of online recruiting resources, social media applications, job boards, special events, professional networking, market research and relationship management;
  • Assists talent acquisition activities and onboarding in close partnership with business partners both at the Headquarters and in the regions;
  • Supports the enhancement of corporate dashboards in talent acquisition; 
  • Monitors, analyses and reports on hiring data outcomes regularly to assist monitoring, evaluation and assessment of performance measures, effectiveness of talent acquisition strategies and methods with focus on continuous improvement. 

Assist Establishment of and Application of Policy/Procedures for Talent Acquisition

  • Draft and update guidance material based on a strong understanding of the rationale underlying HR policies and procedures, and the ERP processes; 
  • Provide advice to HRBP teams concerning policies and procedures in talent acquisition; 
  • Support ERP enhancement change management process and facilitate adoption of advanced tools and methodologies; 
  • Performs other tasks as assigned.

Qualifications and Experience

Education: 

Postgraduate university degree in any of the following disciplines: Human Resources, Business Administration, International Relations, International Development, Economics, Public Administration, Management or other related fields.

Knowledge and Experience: 

  • Minimum of two years of progressively relevant experience in HR management, marketing, communications or other related areas providing strategic support to a large client base is required;
  • Knowledge of modern concepts and approaches, and evolving trends in the field of Human Resources, particularly recruitment; 
  • Strong data analytic and visualization skills – ability to extract and analyze data, identify trends and raise to the attention more senior staff with recommended actions; 
  • Excellent English drafting skills and attention to detail;
  • Demonstrated innovation and creative problem-solving abilities; 
  • Excellent organisational and multitasking skills – ability to coordinate several work-streams in parallel, while maintaining attention to details; 
  • Ability to handle confidential information and build a trusting rapport with staff at all levels of the Fund; and
  • Ability to collaborate effectively and create a sense of cohesion in teams.

Languages: 

Fluency in English and Korean is required. 

Applicants should submit a Certificate of English proficiency test: Applicants should score a minimum of (i) TOEFL iBT 100 or (ii) TEPS 430 or (iii) IELTS 7 or (iv) TOEIC 900 

– TOEFL ‘Home Edition’ score is accepted while ‘MyBest Scores’ are not accepted 

– IELTS General Training and Academic test are both accepted 

– Test scores are valid for 2 years after the test date 

Age Requirement: Not older than 32 years of age as of 31 December, 2024 (born after 1 January, 1992). The maximum age limit for those who served in the military will be extended accordingly: 

  1. One year will be extended for those who served for less than one year;
  2. Two years will be extended for those who served for more than one year and less than two years; 
  3. Three years will be extended for those who served for two years or more. 

Military service: Male applicants shall have completed the Korean military service or be exempted from it. Those who will be discharged from military service in the year of the application may also apply.
