The post:

The position of individual consultant, support for the improvement of the logistical information and data management system for the distribution of SR/PF products, is located in Antananarivo Madagascar and is placed under the general supervision of the UNFPA representative, and under the direct supervision of the Technical Specialist in Secure of Reproductive Health Products (RHCS), in close collaboration with the health teamReproduction.

Objective of the position:

Improve data management of the reproductive health and family planning supply chain through the following activities:

Implementation of an adapted and effective mechanism for collecting and analyzing data, including the estimation of needs and the organization of the distribution of SRPF products, by adapting or drawing inspiration from existing platforms,
Development of an interactive platform/dashboard in order to ensure real -time monitoring of logistics data (central, phagdis) by adapting or drawing inspiration from existing platforms
Organization of EMAR and EMAD orientation sessions in particular: SR/PF managers, input management managers (GIS), GIS managers, phagdis providers on the use of the new mechanism.

You will be responsible for:

Analyze and identify the strengths and weaknesses of current systems for collecting and analyzing the data chain (distribution, etc.) of SRPF products.
Inventory existing software in order to draw the assets.
Design and set up an adapted and effective mechanism to improve data management including command validation, PVRD analysis, RMA in DHIS2.
Adopt a dashboard on funding sources and uses.
Develop and/or adapt a digital tool including the Dashboard to ensure effective monitoring and visibility of the supply chain data (Central, Phagdis, CSB).
Set up a system for monitoring and evaluation of the system.
Train / orient the stakeholders concerned with the use of the new system and the exploitation of the data.
Write a final report including recommendations and procedures for the sustainability of the system.

Qualifications and Experience:

Education:

Master level diploma in supply chain management, public health, IT, social sciences or in a related field.

Knowledge and experience:

Proven experience of at least 5 years in the management of health products and the analysis of logistics data.
Good knowledge of the Malagasy health system, especially with regard to the supply chain.
Mastery of data management and analysis tools as well as dashboards development, such as Excel, Power Bi, Looker, DHIS2 and OpenLmis.
Experience proven in training and capacity building of health professionals.
Excellent communication and coordination skills with the various stakeholders

Expected deliverables:

A diagnostic analysis report of the existing system with improvement recommendations.
A functional and documented data collection and analysis mechanism.
A platform including an interactive dashboard for monitoring supply chain data at all levels.
A report on the orientation sessions, including the training program and the supports used.
A final mission report including the results obtained and recommendations to ensure the sustainability of the solutions put in place.
