Assistant Administrative Officer

Organizational Setting and Work Relationships
The Assistant Administrative Officer is responsible for supporting the Office/Bureau in the implementation of general administrative and resource management tasks. The incumbent assists the Supervisor in all administrative matters addressing day to day tasks and contributing to deliver administrative activities.
S/he will contribute to establish and maintain efficient administrative control mechanisms to ensure compliance with UN administrative, financial and human resources rules and procedures. Contacts on administrative/budgetary related issues are mainly with Sections/Units/Offices within the organization both at HQ and in the Field and with local suppliers/services to ensure provision of services and resolution of difficult problems. Frequent external contacts are counterparts in other organizations or in national Governments at working level related to issues of importance to the Organization’s programmes.

Direct supervision is received from the immediate supervisor. The incumbent will also refer to UNHCR and UN handbooks and policy papers concerning administrative rules and regulations.

The incumbent may directly supervise general service staff.

Duties
– Monitor the day-to-day personnel and administrative operations of the office.
– Participates in the recruitment and training of General Service staff for specialized and non-specialized work and assign General Service staff to meet work requirements.
– Supervises activities concerned with office and grounds maintenance, security, transport and similar services.
– Briefs international staff on general administrative matters, provide advice and ensure administrative support as required.
– Contributes to the preparation of submissions of new or revised procedures and practices.
– Prepares correspondence, special reports, evaluations and justifications as required on general administrative matters.
– Handles all personnel matters related to attendance records leave, issuance of visas, licence, etc.
– Coordinate training and capacity-building activities to staff in administrative related areas.
– Facilitate the mission travel of staff, including following up on travel authorizations, bookings, tickets.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile

• Previous relevant experience with UNHCR/UN, is highly desirable.
• Technical knowledge, including familiarity with Cloud ERP and Workday, would be an asset.
• Experience with the new results-based management system – COMPASS, is desired.
• Previous experience that includes resources allocation and financial planning, would be an asset.
• Previous experience in inter-agency coordination and emergency response administration within the Libyan context, is considered an asset.
• Previous managerial and supervisory experience, including team leadership and staff management, is highly desirable.
• Previous experience with UN-OMT, would be an advantage.

Nature of Position:

The Assistant Administrative Officer, under the supervision of the Administrative Officer, is responsible for supporting the Office/Bureau in the implementation of general administrative and resource management functions, working independently on regular assignments while receiving guidance on work plans and priorities and ensuring results are achieved within the established framework of UNHCR regulations, policies, and accountability standards. S/he directly supervises general service administration staff and contributes to the provision and monitoring of the human, material, and service resources needed for day-to-day operations, including overseeing personnel and administrative activities, providing advice on administrative and personnel policies and procedures, and assisting in the implementation of processes that strengthen internal controls. The incumbent supports recruitment and appointment processes for local General Service staff by handling relevant administrative formalities, coordinates administrative training and capacity-building activities, and assists in preparing staffing and administrative budget requirements. S/he also plays a role in the local competitive procurement process for contracts, facilitates mission travel (including follow-up on travel authorizations and bookings), monitors the quality and timeliness of goods and services delivered to the office, and manages contracts and relations with suppliers, while performing other related duties as required.

Living and Working Conditions:

This position is based in Tripoli, Libya, where the present situation is still unstable and the outlook uncertain. This creates ongoing pressures at work and in daily life as priorities are frequently applied for other urgent ad hoc tasks. Considering that UNHCR is currently working in Libya with a very small number of international staff, travelling to Tripoli on rotational basis for a continuous period of about one and a half month while maintaining a back-office in Tunis, the incumbent of this position will lead the Admin Team on the ground in Libya and Tunis in close coordination with Admin Officer. He/she should be prepared to work under very challenging conditions and be able to manage stressful situations.
