Assistant Field Officer

Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual, programme and protection objectives, Operations Plans, UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
– Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
– Promote and monitor the implementation of assistance projects.
– Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
– In co-ordination with implementing partners, assist with the reception, registration and provision of assistance to persons of concern to UNHCR.
– Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
– Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
– Submit recommendation for protection interventions to the designated officer.
– Negotiate with local authority counterparts, partners and populations of concern.

– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

Desired Candidate Profile

– Previous experience with UNHCR/UN/INGO in field or operations or emergencies is desirable.
– Previous work with UNHCR’s PoCs (refugees, asylum seekers, IDPs, returnees) is an asset.
– Solid knowledge of local Libya context (social, humanitarian, economic). Preferably, previous service in east or south of Libya is advantageous.
– Proven experience in multi-sectoral or sectoral operational activities, including basic needs (CRIs, CBI), health, WASH, education, livelihood is desirable
– Knowledge of protection themes including advocacy, mainstreaming, assessments, CP, GBV, mixed migration is an asset.
– Previous experience of working with partners and in an inter-agency operational context is desirable.
– Previous experience in engaging with authorities and national counterparts (municipalities, technical departments, community leaders, civil society organizations) is an asset.
– Previous supervisory role of field or operation teams, with excellent communication, reporting and analysis skills are advantageous.

Nature of Position:

The ongoing conflict in Sudan since 15 April 2023 has resulted in a significant refugee crisis, with an estimated 560,000 Sudanese refugees in Libya by end of May 2026. The increased number of refugee arrivals from Sudan seeking safety in Libya has overstretched the limited national service facilities in Libya especially in main concentration locations such as Kufra town and main cities in the north. Libya also hosts hundreds of thousands of other nationalities who arrive in Libya for work, asylum and enroute passage to cross the Mediterranean.

Under the direct supervision of the head of Benghazi Field Office, the incumbent of this position will provide management and support on the field operation and to the field staff and partner staff at all Areas of Responsibilities under BFO. The main entry points for refugees and asylum seekers arriving in Libya fall under these AoRs. The incumbent will oversee all field and assistance related activities in east and south of Libya and will maintain close coordination network with relevant authorities and partners to facilitate delivery of assistance and will work closely with relevant units in UNHCR Tripoli office.

Living and Working Conditions:

The position is based in Benghazi, Libya. The UNHCR office is located in the UN compound and has two office rooms with six office desks in each room for all UNHCR Benghazi team.
