Data Management Associate
Organizational Setting and Work Relationships
The Data Management Associate is normally supervised by a professional staff member who provides the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with the colleagues in the same duty station to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.

Duties
– Manage the use, maintenance and technical support of databases used in the Operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports.
– Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management.
– Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management.
– May be required to coordinate with the GIS colleagues to ensure that data collection is compatible with GIS.
– Archive and backup database systems; ensure security of databases; perform database administrator functions.
– Assist in development of new applications/databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly.
– Ensure that the clients” databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner.
– May be required to support registration activities including ProGres technical support and on-site assistance.
– May be required to support voluntary repatriation activities including reconciliation of VolRep data from country of asylum and encashment centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues.
– Develop forms and tools for data collection and analysis.
– Have access to relevant data and records.
– Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
– Perform other related duties as required.

1. Background Information

UNHCR seeks to improve its environmental performance, climate compatibility and resource efficiency by reducing its use of fossil fuels, purchasing green energy from reliable suppliers and undertaking other sustainability initiatives. Such initiatives will allow UNHCR to meet its corporate sustainability commitments and often also provide compelling returns on investment. These initiatives need to be reported on internally, externally and towards donors. As there are a vast number of data points that are produced by the implemented activities there is need for data expertise within the team to gather, process and develop reporting outputs.
2. Organisational Context
To reflect UNHCR’s institutional priority to improve its environmental impact, UNHCR has created a new team on ‘Greening the Blue’ that is responsible for greening UNHCR’s operations. The three key initiatives in the ‘Greening the Blue’ portfolio are the Green Box (energy metering), Green Data, and Green Financing Facility to invest in clean energy transitions for UNHCR infrastructure. The Green Financing Facility has a current capitalization of USD $36 million and is expected to grow with additional contributions in coming years. The first use of the Green Financing Facility is to convert our diesel-powered operations to solar power by procurement of clean energy via power purchase agreements or similar supply and service contracts.
The Green Data Associate will play a central role in supporting the team through data management, database administration, API integration, and dashboard/reporting development. The incumbent will also support deployment and tracking of data collection devices (energy meters and generator data loggers), as well as reporting on solarisation, generator monitoring, and other energy efficiency projects.
3. Duties and Responsibilities
Responsibilities
Support the Greening and Sustainability Team as directed on the following responsibilities and activities:
– Manage and administer databases related to energy and environmental performance.
– Troubleshoot faulty or inactive metering devices and support colleagues in the field.
– Conduct data quality control, including cleansing, validation, and gap filling to ensure complete datasets.
– Coordinate shipping, deployment, and tracking of data collection devices (energy meters, loggers, and sensors).
– Maintain and improve integrations between systems and databases (e.g., via API connections).
– Support updates and data flows into corporate systems (e.g., UNIFIER, Retscreen).
– Lead the annual Greening the Blue survey exercise including compilation and analysis of results and coordinate submissions with UNEP.
– Provide technical support to UNHCR offices on environmental data collection, reporting, and use of monitoring systems.
– Collate and produce summary reports of environmental data for offices.
– Support reporting and analysis of energy efficiency projects, including the Generator Monitoring Initiative.
– Ensure timely communication, alignment, and knowledge-sharing between HQ and field colleagues.
Accountability
– Delivery of activities as directed by the Senior Energy Officer against the annual plan and donor reporting requirements.
– Production of accurate, high-quality, and timely data outputs.
– Constructive representation of the Greening and Sustainability Team in interactions with donors, UNEP, and internal stakeholders.
Authority
– Execute and coordinate data related work within the Greening and Sustainability team.
– Advise the Snr Energy Officer and other UNHCR staff on possible process improvements and or problems that may arise.
4. Essential Minimum Qualifications and Professional Experience Required
At least 3–5 years of professional experience in IT, Data Science, or a related field, with a focus on database management, API integration, and data analysis.
University degree in IT, Computer Science, Data Science, Engineering, or related field (Master’s degree desirable).
Proficiency in SQL and Python for data processing, automation, and integration.
5. Required competencies
Strong expertise in database management, data quality assurance, and cleansing techniques.
Hands-on experience in API integration and troubleshooting data flows between systems.
Ability to manage multi-stakeholder processes and coordinate with HQ, field, and external partners.
Excellent communication skills, including the ability to explain technical concepts to non-technical audiences.
Strong organizational skills; ability to multi-task, prioritize, and deliver under pressure.
Ability to work independently and in a multicultural, international team environment.
Fluency in English (both written and spoken).
6. Desirable competencies
Knowledge of environmental or energy-related data (e.g., solar systems, generator monitoring) is an asset.
Experience working in humanitarian, development, or international organizational settings preferred.
Demonstrated experience in developing interactive dashboards and reports (PowerBI or equivalent).
Knowledge of another UN language.
Experience working in fragile/developing country contexts or field locations.
Familiarity with sustainability reporting frameworks (e.g., Greening the Blue, GHG reporting)

NOTE: A completed and relevant minimum first level university degree (equivalent to BA or higher) shall count in full (100%) towards the required years of work experience. Priority will be given to eligible applicants meeting the full requirements
Remuneration:
In case of appointment, a competitive compensation and benefits package is offered.
G6 – Salary range: NET 806,457 HUF – NET 944,644 HUF.
Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar months of service (i.e. 18 working days per year).
Pension system: Staff members holding granted a minimum of 6 months temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).
Health insurance plan: locally recruited staff members in Budapest will be enrolled in the Medical Insurance Plan (MIP). The coverage is also optionally available for eligible family members.
