Purpose of Activity/Assignment:
The focus of this consultancy is to support UNICEF in shaping its agenda around multiple pathways for children out-of-school, particularly those affected by multiple emergencies caused by conflict and natural disasters.
Scope of Work and tasks:
The consultant will work on three major areas of interventions:
The design, implementation and monitoring of the (on-going) Accelerated Learning Program (ALP) and catch-up programs that targets to provide a basic education for children and adolescents out-of-school and/or with learning gaps with the main purpose to facilitate their re-integration into the education system
- Map and review, in close coordination with all stakeholders from Government and non-Governmental Organizations the different approaches used in this area, in particularly the PEJE program from the Government, in coordination with the Education Cluster and the AEA Working Group of the Ministry of Education and Human Development (MINEDH);
- Support the roll-out of UNICEF’s ALP and catch-up programs, particularly those implemented within the context of its emergency response across the country;
- Monitor the implementation of UNICEF’s ALP program and define recommendations for improvements and align with Government’s program
The design, implementation and monitoring of the (on-going) vocational skills development programs (including life and foundational skills) targeting adolescents and young people who may (not) go back into formal schools
- Map, in close coordination with all stakeholders from Government and non-Governmental Organizations the different approaches used in this area, based on the finding of the market-analysis study conducted in 2023 by UNICEF;
- Support the roll-out of UNICEF’s vocational training and lifeskills programs, particularly those implemented within the context of its emergency response across the country;
- Explore opportunities to expand the programs and involve new partners, with a focus on facilitating the transition from learning to earning, using existing opportunities such as Learning Passport, Geracao SMS, Geracao Talent, and develop a proposal for funding and chap
Coordination with and capacity building support to cluster and other partners in this area
- Participate in meetings of the AEA working group and cluster sub-group on non-formal education
- Organize capacity building activities of partners that implement ALP, catch up or skills development programs
- Engage with other UNICEF sections, in particularly SPEAR to optimize opportunities within UNICEF’s programs for adolescent programming aimed at learning, empowerment and employability.
- Respond, occasionally, to any urgent actions required by the section in emergency context
- Prepare final report on activities conducted, lessons learned and recommendation for further action by UNICEF and other partners, with a focus on providing input to the mid term review of the CPD.
Major tasks and deliverables
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
To qualify as an advocate for every child you will have…
- Master’s degree in education or relevant social discipline
- At least five years of relevant work experience related to non-formal and skills development programs
- At least five years of experience in education programming
- Working experience in education sector in Mozambique
- Experience in working in Education in Emergencies is an asset
- Previous engagement in support for educational monitoring, implementation and evaluation
- Ability on education data management and/or statistical analysis skills
- Familiarity with the educational challenges in developing countries
- Fluency in English and Proficient in Portuguese (speaking and writing)

If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including an all-inclusive financial proposal incorporating an approximate number (14) of travel days for field (local) travel. The Financial Proposal should include the costs (providing a daily rate as justification) for each task/deliverable, including consultant fees, proposed travel costs and perdiem, communications costs and any other proposed fees as applicable. UNICEF will provide transport support for field trips.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
