UNICEF Zimbabwe is seeking to hire an enthusiastic individual consultant to facilitate the development of a common disability identification, assessment, determination, and referral framework.
BACKGROUND
Zimbabwe ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2013 and has made strides in advancing the rights of persons with disabilities. In its newly launched 2021 National Disability Policy, which also reveals the existing political commitment on disability rights, the Government of Zimbabwe adopts the World Health Organization global disability prevalence rate of 15% of the world population for planning and reporting purposes, which equates to around 2,25 million persons with disabilities.[1]

According to findings from both the UNPRPD and Oxford Policy Management studies[1], persons with disabilities in Zimbabwe face significant challenges to access social protection and livelihood support programs as a result of no common framework for the identification, assessment, and referral for disability in the country. Three types of assessment are described as being undertaken by several different ministries – Ministry of Public Service, Labour and Social Welfare (MoPSLSW), Ministry of Health and Child Care (MoHCC), Ministry of Primary and Secondary Education (MoPSE). However, these do not imply eligibility for social protection benefits. Furthermore, there is no mechanism for sharing data to minimize the number of assessment persons with disabilities are required to undergo to access all the services they need.

PURPOSE OF THE ASSIGNMENT:
To facilitate the development of a common disability identification, assessment, determination, and referral framework.
ASSIGNMENTS:
The assignment is expected to be completed by an international consultant experienced in the subject as a team leader, and assisted with a local consultant for adaptation to the Zimbabwean context. Engagement of the local consultant should be included in the technical and financial proposal and selected by the team leader together with UNICEF.
Objective :
To establish a multi-sectoral CRPD compliant common disability identification, assessment, determination, and referral framework, endorsed by MoPSLSW, MoHCC, and MoPSE. The assessment should be developed based on a review of the current assessment practice in Zimbabwe and the relevant country context as well as through consultations with key stakeholders and persons with disabilities themselves. The consultant should also provide training and guidance on introducing these tools into practice and linking them to the determination of eligibility for services.

To qualify as an advocate for every child you will have…
Education:
Advanced university degree in public health, or other relevant social sciences.
Experience:
At least 7 years of experience in the area of disability, especially establishing and evaluating disability assessment and data management systems related social protection programmes, and their tools (such as Disability Cards, etc.).
Knowledge of the Zimbabwe culture vis-à-vis disabilities is an asset.
Languages:
Written and spoken fluency in English required and knowledge of main local languages (Shona and Ndebele) is an added advantage.
If interested and available to undertake the individual consultancy, please submit your application online and attach the required documents including the technical proposal and an all-inclusive financial proposal incorporating the approximate 30 field travel days.
The technical proposal should articulate an understanding of the TOR and include the proposed Tasks/Milestones, Deliverables/Outputs, Timeline and level of effort by deliverable. The similar table provided in the TOR is indicative. Applicants may use the indicative table as a guide or deviate as per the proposed approach. The proposal should also cost-effectively indicate the local travel proposed by the applicant to undertake the assignment.
The Financial Proposal should include the costs (providing a daily rate as justification) for each task, including consultant fee, proposed travel costs and perdiem, communication costs and any other proposed cost.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
