The incumbent will work under the overall guidance of the Chief of the Justice Section (JS/DO) at UNODC HQ in Vienna and other locations as required and will closely work with the team and other staff involved in implementation of GLOU61. The Consultant will be required to: i. Manage the development of the Programme’s Learning Management System. ii. Responsible for 2nd level support, maintenance, and updates. iii. Train eLearning managers at eLearning sites, if required iv. Provide technical advice on digital applications to UNODC eLearning Programme Coordinator. v. Monitor, assess, identify solutions and report in which way the implementation of the project can be improved and assist the Programme Coordinator in developing new IT strategies.

Duties and Responsibilities
The United Nations office on Drugs and Crime (UNODC) experience shows that capacity building is a key factor in enhancing Member States’ ability to tackle drugs, crime and terrorism in all their aspects. The knowledge gap between countries is often wide and growing due to the unbalanced economic and social growth as well as the lack of international cooperation and coordination. This situation is not only between countries but within them, including some of the most prosperous. In June 2010, the global project GLOU61 UNODC Global eLearning, was approved. This project aims at addressing the shortcomings and lessons learned from the past with a focus on sustainability, monitoring and evaluation while continuing as funding allows for the design, development and delivery of standardised learning tools to be reachable by any public official, in any working conditions and location, in order to reduce barriers to accessing knowledge and to promote cooperation. The role of the Consultant will be to provide substantive support to the Programme Management Unit in the following tasks: (i) Manage and maintain the eLearning Learning Management System. (ii) Provide guidance on IT related matters to the eLearning Team and counterparts; (iii) Provide constant updates on the Learning Management System (Backend and Frontend) (iv) Configure and maintain offline servers (v) Introduce new tools and features on the learning Management System when required (vi) Install and Set-up eLearning Centres on Counterparts facilities; (vii) Setup customized courses within the online Learning Management System; (viii) Support users to access and use the eLearning platform administration; provide helpdesk assistance. (ix) Monitor, assess, identify solutions and report in which way the Learning Management system and satellite applications can be improved and assist the Programme Coordinator in developing new IT strategies.
Qualifications/special skills
An advanced university degree (Master’s degree or equivalent) in computer sciences, information technology or related fields, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A minimum of 7 years of relevant professional working experience in the IT field with governmental, educational and/or international organizations is required; Good knowledge of IT and computer hardware and software with practical experience on maintenance and administration of CBT software, is required; Ability to establish and maintain good working relations with individuals of cultural backgrounds, is required; Excellent analytical, planning, communication skills, teamwork, client orientation and organizational skills, are desirable.
Languages
English and French are the working languages of the United Nations. For this post, fluency in oral and written English is required. Knowledge of another official United Nations Secretariat language is an advantage.
