Result of Service

1. Mapping of existing laws, policies, and strategies on TIP and SOM in Sudan and review of national data and institutional frameworks and identification of information gaps. 2. Review and update existing UNODC data collection and research methodologies and existing tools and prepare the workplan with timeline and milestones in consultation with UNODC 3. Take part (in online/offline) in validation workshop to finalize the data collection tool with relevant stakeholders, take notes and prepare the summary of the discussion and finalize the data collection and research tools for preparing the Country Report on TIP/SOM for Sudan. 4. Facilitate comprehensive data collection through: A) Identifying and compiling available datasets, reports, and information sources at the regional, national, and sub-national levels relevant to Trafficking in Persons (TIP) and Smuggling of Migrants (SOM); and B) Conducting Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) with relevant state and non-state actors, as well as key individuals, to validate and complement existing data and ensure a participatory evidence-gathering process. 5. Prepare the draft country report which will include but not limited to the following: – Executive Summary with clear, actionable recommendations for policy programming, and capacity-building. – Situation analysis on prevalence, trends, and patterns of TIP and SOM in Sudan. – Overview of legislative and institutional frameworks. – Mapping protection and assistance services for victims of trafficking and smuggled migrants. – Overview of law enforcement and judicial responses. – Regional and cross-border dynamics relevant to Sudan. – Gaps, challenges, and best practices. 6. Prepare the PowerPoint presentation of key findings and recommendations and facilitate (with online/offline presence) the validation workshop/feedback session with stakeholders (government, civil society, UN, donors). 7. Incorporate feedback from the validation workshop with stakeholders and submit it to UNODC for the final review and once received the input from UNODC, revise the report and submit the print ready final report to UNODC.

Duties and Responsibilities

The consultant will work under the overall guidance of the UNODC Regional Representative for the Middle East and North Africa and the direct supervision of the Regional Programme Coordinator (Anti-Human Trafficking & Migrant Smuggling), UNODC ROMENA, in close coordination with the Research Officer, Research and Analysis Branch (RAB), UNODC Headquarters, Vienna. A) Research, Mapping, and Analytical Review o Conduct a comprehensive mapping of existing national laws, policies, strategies, and institutional frameworks related to Trafficking in Persons (TIP) and Smuggling of Migrants (SOM) in Sudan. o Review available national data, reports, and mechanisms on TIP and SOM to identify data and information sources. o Engage with relevant government institutions, civil society organizations, and UN partners to gather inputs and validate findings. B) Methodology Review and Tool Development o Review and update existing UNODC research and data collection methodologies and tools to ensure alignment with current national and regional contexts. o Prepare a detailed workplan with clear timelines, deliverables, and milestones, in consultation with UNODC. o Draft tailored data collection and research tools for use in compiling the Country Report on TIP and SOM in Sudan. o Coordinate with UNODC and national counterparts to ensure methodological consistency and quality assurance. C) Data Collection and Stakeholder Consultations o Identify and compile available datasets and information on TIP and SOM at regional, national, and sub-national levels. o Assess data quality, reliability, and identify existing information gaps. o Conduct Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs) with relevant state and non-state actors. o Document and summarize key findings and stakeholder insights for integration into the Country Report. o Ensure all data collection adheres to UNODC methodological, ethical, and human rights standards. D) Stakeholder Consultation and Validation o Participate (online/offline) in a validation workshop with relevant stakeholders to present and finalize the draft report. o Take notes and prepare a concise summary report of workshop discussions, including key recommendations and agreed revisions. E) Preparation of the Country Report on TIP and SOM in Sudan o Prepare the draft Country Report covering, but not limited to: – Executive Summary with actionable recommendations for policy and programming. – Situation analysis on TIP/SOM prevalence, trends, and patterns in Sudan. – Overview of legislative, policy, and institutional frameworks. – Overview of law enforcement and judicial responses. – Regional and cross-border dimensions relevant to Sudan. – Identification of key gaps, challenges, and best practices. o Ensure all content adheres to UNODC research quality standards, referencing reliable sources and official data. F) Presentation and Validation of Findings o Develop a PowerPoint presentation summarizing key findings and recommendations of the draft Country Report. o Facilitate (online/offline) the validation workshop/feedback session with government, civil society, UN agencies, and donor stakeholders. o Collect and consolidate stakeholder inputs and recommendations for finalization. G) Reporting and Finalization o Incorporate feedback from the validation workshop and submit a revised draft to UNODC for review. o Revise and finalize the Country Report based on UNODC’s feedback and prepare a print-ready final version for submission. o Maintain regular communication and coordination with UNODC to ensure timely, high-quality deliverables in line with project timelines.

Qualifications/special skills

An advanced university degree (Master’s degree or equivalent) in Criminology, Law, Political Science, Social Sciences, or related field is required. A first-level university degree in similar fields in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. – A minimum of five (5) years of relevant professional experience in the fields of human trafficking, migrant smuggling, criminal justice, migration governance, human rights, or the rule of law is required; – Proven experience in conducting research, analysis, and drafting analytical or policy reports related to Trafficking in Persons (TIP), Smuggling of Migrants (SOM), or related transnational organized crime issues is required; – Experience in reviewing and mapping national legal and institutional frameworks and conducting data collection or assessment studies on crime or migration-related topics is required; – Experience in designing or revising data collection methodologies and tools, including stakeholder consultation and validation processes, is required; – Experience in facilitating workshops, consultations, or validation sessions involving government, civil society, and international stakeholders is desirable; – Experience with the United Nations system or other international organizations, including familiarity with UNODC’s mandate and reporting standards, is desirable; – Strong analytical, drafting, and communication skills with demonstrated ability to produce high-quality, evidence-based research outputs are required.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
