In RCA, since 2018, UNOPS has supported the DDR section of MINUSCA for the implementation of community violence reduction projects (CVR).These projects have a duration of one year, from July to the end of June ‘Budget cycle of the United Nations Peacekeeping Operations Department).The current 2024-2025 project is implemented by minusca DDR/UNOPS joint teams from 9 bases including: Bouar, Bossangoa, Kaga Bandoro, NDELE, BIRAO, BIA and OBO, 5100 beneficiaries were recorded in 35 localities.
Functional Responsibilities
Under the general management of the project manager, the managers “support for project management – Senior analyst” will be responsible for planning, managing, coordinating, and following the activities of the projects implemented, in its sector, in different localities of the Central African Republic.
The managers “support for project management – Senior analyst” is responsible for planning, management, coordination and monitoring of all project activities under the responsibilities of UNOPS, and works in close collaboration with the DDR section of MINUSCA.
This includes:
• Evaluate, plan, and manage the supply of a set of services and activities, in accordance with the objective, the approach and the methods of implementing the project;
• Evaluate and manage the resources allocated to project activities, in accordance with UNOPS rules and procedures;
• Prepare and update the chronogram of activities at the sector level, in close cooperation with the MINUSCA DDR and the implementation partners;
• Plan, organize and supervise the registration operations of the project beneficiaries (in the provided);
• Plan, organize and supervise information and awareness sessions;
• Conduct and coordinate rapid market studies for the supply of food, equipment, materials and services available on the local market;
• Conduct and coordinate rapid cartographies for the identification of viable socio-economic reintegration opportunities, including the process of identifying and pre-selection of potential implementation partners, in close cooperation with the project management team and the market procure service;
• Plan, manage and coordinate the work of community partners / partners operations deployed in the sector;
• Manage orders and purchases of equipment, and their delivery to beneficiaries;
• Support the planning, management and monitoring of high -intensity workforce activities, training in trades, income -generating activities;
• Press the payment of beneficiaries
• Interact with the Minusca DDR section in the sector, and with the implementation partners of UNOPS;
• Ensure the interface with representatives of local communities in order to facilitate the identification and implementation of project activities;
• Ensure the interface with the beneficiaries and their representatives to encourage their participation in project activities;
• Ensure other tasks at the request of UNOPS;
• Show the example, be visible and accessible;
• Ensure compliance with all applicable regulations.
The chosen candidate will have to live on site and be able to evolve in a complex environment.
Education/Experience/Language requirements
Formation :
A master’s degree in development, management or in a related field is required;
A license diploma in development, management or in a related field with 2 years of additional professional experience would be considered instead of the Master
Professional experience:
A minimum of 3 years of experience in the field of project coordination, responsible for sites in an emergency, transition or development context is required;
A minimum of 3 years of professional experience in a post-conflict context, in terms of field.
Experience in sub-Saharan Africa will be an asset;
Experience in difficult and isolated places of assignment would be an asset.
Language :
Having excellent mastery of the French language is required;
Knowledge of English is an asset for this position
