The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Air Operations Assistant at this level shall report to the Chief Air Terminal Unit. The Air Operations Assistant is responsible for ensuring the safety and efficient air transportation to and from the field mission of both civilian and military personnel as well as equipment and goods. The temporary position is based in Santo Domingo and is located in the Air Terminal Unit of the Aviation Section under the Office of the Chief Service Delivery. The position may require work outside normal working hours, including weekends and holidays, depending on operational requirements

Responsibilities

Within delegated authority, the Air Operations Assistant (Air Terminal Unit), GS-5 will be responsible for the following duties: Carry out Ramp operations tasks, maintain ramp discipline and enforce safety zones around operating aircraft. • Assist aircrew in their dispatch at the airport; Coordinate with the Ground Handling Agent regarding all requirements for aircrew facilitation. • Coordinate with the Ground Handling Agents for all issues related to operations with Mission aircraft, including but not limited to the following: cleaning services, ground handling equipment, refuelling, transportation and verification of service ordered. • Check NOTAMs and other relevant notices/information relating to the airfield. • Support refueling coordination and ensure safety perimeter during fueling. • Coordinate with MOVCON to ensure passengers are safely guided throughout the boarding and disembarkation process. • Apply ramp safety procedures and hazard controls at all times and ensure that passengers comply with ramp safety rules. • Conduct basic visual checks of ground support equipment before use. • Coordinate implementation of FOD campaign with airport authorities and complete the Ramp Daily Hazard Identification Form. • Maintain accurate records of activities relating to ramp operations and aircraft dispatch. • Report incidents, near-misses, and damage to supervisor without delay. • Coordinate with UNSOH Mission Air Operation Center at Port-au-Prince for flight departure/arrival. • Coordinate with local Authorities (Civil Aviation Authority, Airport Authority and Military Police), all requirements in support of Mission air operations, including but not limited to airport passes, authorizations, escorting staff in and out of the airport, plan and coordinate the maintenance hangar space, support equipment required, etc.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Technical or vocational certificate in Air Transportation, aircraft flight operations, dispatch, Safety Management, Air Operations is desirable.

Work Experience

A minimum of five (05) years of progressively responsible experience in Air Transport Operations, is required. The minimum years of relevant experience is reduced to three (3) years for candidates who possess a first-level university degree or higher. Experience in ramp safety and/or aircraft ground handling practices is required. Basic radio communication skills is desirable. Physical fitness suitable for outdoor ramp work is desirable.

Special Notice

This temporary job opening is being advertised for advance planning purposes pending formal approval of the relevant funding and staffing structures. An appointment may be terminated, or post level adjusted in accordance with the Staff Rules for such reasons as abolition of post or reduction of staff or committee funding approvals, for example in the event that the funding for the post is not approved or the mandate of the mission is not extended. The selected candidate will be offered a temporary appointment for six (6) months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
