Mission and objectives
Concerned with the security, humanitarian, human rights and political crisis in the Central African Republic and its regional implications, the Security Council authorized in April 2014 the deployment of a multidimensional United Nations peacekeeping operation, MINUSCA, with the protection of civilians as its utmost priority. Its other initial tasks included support for the transition process; facilitating humanitarian assistance; promotion and protection of human rights; support for justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes. The newly established mission subsumed the UN Integrated Peace building Office in the Central African Republic (BINUCA). MINUSCA current uniformed personnel levels stand at 11,650 military personnel and 2,080 police personnel, and are tasked with the strategic objective of creating the political, security and institutional conditions conducive to sustainably reducing the presence of — and threat posed by — armed groups. Context
Concerned with the security, humanitarian, human rights and political crisis in the Central African Republic and its regional implications, the Security Council authorized on 10 April 2014 deployment of a multidimensional United Nations peacekeeping operation – MINUSCA, with the protection of civilians as its utmost priority. In its current context, the mission’s other task included support to the implementation of political agreement for peace and reconciliation negotiated in Khartoum and signed on 6 February 2019 between the Government and representatives of the 14 armed groups. According to United Nations Security Council Resolution S/RES/2448 (2018), the mission should also facilitate humanitarian assistance; promote and protect human rights; support justice and the rule of law; and disarmament, demobilization, reintegration and repatriation processes.
Task description
Within the delegated authority and under the supervision of Broadcast Technology Officer or his/her designated mandated representative(s), the UN Volunteer Broadcast Studio Technician will:
• Install, operate and maintain a diverse range of maintain broadcast and production studios and related equipment including broadcast and production consoles, digital audio workstations, computer assisted radio automation systems and other studio equipment as required to enable the successful production and transmission of the United Nations radio programs.
• Provide support for live Outdoor broadcasts or production related works using the Outside Broadcasting (OB) Vehicle.
• Maintain and repair necessary studio and studio-linked technical equipment to optimize the technical operational requirements for the radio.
• Operate and maintain the studio broadcast systems using automation and production software.
• Improve the efficiency of the workflow and the overall setup of the facilities.
• Provide input for equipment needs and budget preparation.
• Assists with the implementation of new and emerging technologies for voice.
• Assists with the setup, configuration, and support of the AoIP Network. Testing of various networking systems utilizing a wide range of specialized radio equipment such as the Audio over IP technology and remote monitoring of broadcast systems.
• Assist the Supervisor in other activities.
• Should be on standby 24/7 for any emergencies.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs
• As an active MINUSCA team member, efficient, timely, responsive, client-friendly and high-quality support rendered to MINUSCA and its beneficiaries in the accomplishment of her/his functions, including:
o The UNV Broadcast Studio Technician should ensure that MINUSCA Guira FM Radio Broadcasting Facilities should be working, functional and operated professionally. Guira FM should also have functioning studio complexes with the capacity of producing drama, programs etc. Audio quality should be up to international broadcast standards.
o The UNV Broadcast Studio Technician should ensure that the technical operational requirements for GUIRA FM radio studios are optimized by maintaining and repairing necessary studio and studio-linked technical equipment.
o The UNV Broadcast Studio Technician should be up to task and all duties should be performed smoothly in a timely and coordinated manner.
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed
