Overview of position

Under the direct supervision of the Senior Project Assistant (Shelter)
the Project Assistant (ESNFI/ Architecture) will
support HAP in monitoring and evaluation of shelter activities through the
tasks specified below.

Role objectives

1. Support effective
coordination with all stakeholders in smooth and effective implementation of
the project.

2.Assist to
identify shelter needs of the IDPs, returnees and host’ families in communities
through needs assessment using standard tools and methodology used by program.

3. Assist in organizing all the phases of the
shelter activities including but not limited to, beneficiary selection, field
assistant, project implementation and evaluation.

4.Implement project
on the site as per approved drawings, BoQ and cluster standards.

5.Use
initiative in day-to-day problem solving in line with agreed procedures,
priorities, and standards for the area of work.

6.Identify the
most vulnerable beneficiaries in line with the program set criteria for shelter
construction/repair through data collected during technical assessment and in
line with Shelter Guideline/Standard Operating Procedure.

7.In
coordination with enumerator, conduct market survey verifying required
materials for shelter construction/repair are available in the
province/district of the target locations as well as deriving price estimation
for shelter construction.

8.Prepare
estimation of the construction materials needed for shelter construction/repair
of the selected beneficiaries and developing bill of quantities (BoQ).

9.Establish
and strengthen community engagement in the areas where beneficiaries are targeted
for shelter interventions including liaising with other stakeholders at
district and provincial level.

10.Organize
trainings as well as ToT on shelter construction/repair and maintenance of
shelter for the selected beneficiaries during all phases of the shelter
construction.

11.Participate
in the preparation of   ing workplan for
all shelter activities in the assigned communities in consultation with the
beneficiaries and review it periodically in order to keep track of the progress
ensuring timely completion of the shelter construction/repair.

12.Monitor
the shelter construction/repair activities within target communities through
regular site visits and spot checks as well as providing technical support to
the selected beneficiaries during construction.

13.Upon
completion of required construction progress, follow-up with national team and
financial service provider, community, and beneficiaries for disbursing grant
instalments to the target beneficiaries.

14. Draft quality reports (daily, weekly, monthly,
and at hoc basis) and submitting it to Shelter Officer and Program Manager.

15.Perform
such other duties as may be assigned.

Further information

Education

University degree (BSc. or higher) in
Civil Engineering or architecture from a recognized institution with two years
of relevant professional experience

Or

High School Diploma /
Certificate in above fields with four years of relevant experience.

Experience

·Work experience in construction particularly in community-based projects
in challenging environments preferably with UN, International NGOs, and
National NGOs.

·Work
experience in shelter or similar projects implementation.

·Having
experience in organizing and monitoring construction site activities,
preferably engaged with shelter activities.

  • Knowledge of shelter guidelines, standards, and
    indicators.

·Experience
in working with IDPs and returnees.

·Knowledge
of cash-based interventions and market-based programs.

·Ability to
conduct estimation, develop bill of quantities, and perform market survey.

·Ability to
prepare and develop status reports as required by management.

·Ability to
use Ms Office, and Auto CAD.

·Knowledge
of geographical information system (GIS) is an advantage.

    collection methodologies.
