Overview of position |
Under the overall guidance of the Regional Administrative Officer (RAO), the Team Coordinator (TC) of the RAO is responsible for managing large & challenging liquidation procedure in Gao. As such the TC serves as the focal point for the planning, developing of the concept of support to the liquidation team, coordination & reporting support assistance to the RAO – Gao & for all associated coordination with liquidation entity HQ in Bamako.

Role objectives |
The TC will manage large & challenging projects providing support & recommendation to the RAO. The TC will be responsible for the following:

Ability to support & advise the RAO with the operation requirements within the region of Gao, prepares, implements & controls appropriate methods to cater for them, ensuring optimal utilization of available resources during closure of camp in Gao.

Consolidating report & analyses for the RAO regarding liquidation activities & progress of Gao camp closure.

Contribute on the liquidation plan as per mission objectives including cost estimates analyzes for the movement, shipment of UNOE / COE working closely with MSC Gao.

Analytical skills in data management, data quality check analysis, internal control & dashboard development during liquidation stage of the camp Gao closure.

Demonstrate ability to apply data analytics to support management decisions on supply chain, warehouse, property & asset management & to enable management decisions during the liquidation process.

Develops database, tracks & reports movement of ammunition from / to locations for destruction, repatriation & final destination & submit reports & give advice about liquidation progress / challenges to the RAO Gao.

Consolidate and submit to the RAO – Gao the decision briefs, notes to file, reports & analyses regarding liquidation activities & progress.

Ensures the priorities of the RAO – Gao as a regional liquidation leader are known & implemented by all stakeholders.

During liquidation stage, supports logistics operations including management of logistics assets, materials, contracts & personnel.

Supports the RAO – Gao & the liquidation team in Gao by coordinating the activities in engineering facilities management, environment, health & occupational safety, transportation & movement, life support, field technology, & medical services.

Counsel the RAO – Gao to ensure timely, accountable & cost effective delivery of cargo & drawdown of personnel.

Receive & compile inputs on progress & compliance from all sections of the liquidation team on movements of COE & UNOE from Bamako & Gao to holding areas in Dakar, Cotonou & Nouakchott. Follows up on repatriation, rotations & daily strength of rear parties & report to the RAO.

Work implies frequent interaction with the following: RAO, other service delivery units, guard unit & other UN & specialized agencies.
Specific outputs include but are not limited to:

Provides expert management & analysis of problems & advises RAO during liquidation stage, supports logistics operations including management of logistics assets, materials, contracts & personnel. Planning operations, developing SOP’s & performing inbound & outbound activities.

Project reporting |
This role wors under the overall guidance of the Regional Administrative Officer (RAO).
|
Key competencies |
-
Master’s degree or equivalent in logistics, supply chain business management or a bachelors degree in combination with qualifying experience may be accepted in lieu of the masters degree with experience in managing a logistics, administration office comprised of different mission support specialties such as logistics, administration & technical units etc.

A minimum of twelve years of progressively responsible experience in logistics, administration & supply chain or related area.
-
Qualifying years of experience are calculated following the receipt of bachelors degree recognized by the United Nations (UN).
-
Fluency in English (both oral & written) is required & working knowledge of French is desirable.

Team management |
The TC will supervise the team working on the preparation of SOWs & related technical documentation.

The total anticipated duration of the contract is 4 months, allocated funds & the funding source to be determined by CFBO.
