Role objectives | Under the general supervision of the Head of Operations & the direct supervision of the Field Coordinator & the Operations Specialist, the Senior Operations Officer – MME will be responsible for the following tasks: Operations implementation & monitoring: -
In permanent liaison & close coordination with the beneficiary elementary units, ensure the smooth running of activities & the production of reports in collaboration with the Field Coordinator. -
Be in a position to conduct mentoring actions for the benefit of the unit benefiting from explosive ordnance mitigation training, the mission force or possibly the national authority. -
Provide the necessary support for all aspects of EOD mitigation activities in his / her area of responsibility. -
Act as investigator in detailed independent investigations or as part of the Board of Investigation, into incidents or accidents caused by explosive devices. -
Produce a detailed report of the specific corrective actions to be taken by the organizations responsible for operations, following an inspection presenting critical non conformities. -
Ensure proper follow up of documentation relating to all field operations. -
Keep the quality assurance management system up to date & act as a driving force in terms of adapting training courses in line with changes in the threat or context. -
Be familiar with International Mine Action Standards (IMAS) & ensure that Standard Operating Procedures (SOP’s) comply with international standards & enable operations to run safely & efficiently. -
Assist the Field Coordinator & Training Specialist, as requested, with activities including briefings / introductions, QA follow up, site visits, accident / incident investigations, accreditations / validations, etc. -
Follow up on all reports produced by implementing partners, maintaining up to date databases on activities related to explosive ordnance mitigation. -
Draft minutes of working groups & other meetings with key stakeholders & beneficiaries in its area of responsibility. -
Make proposals on the development of activity plans. -
Contribute to the supervision of contracts with all mine action partners to ensure contractual compliance. -
Reinforce the control & security of explosives used by operational partners. -
Follow up on the application, implementation & completion of all operations within the office. Knowledge management & innovation: -
Ensure that operational records are properly maintained. -
Effectively manage operations within area of responsibility. -
Keep abreast of the latest / best practices, approaches & technologies & integrate them to improve operational results. -

Key competencies | -
Master’s degree or equivalent with at least two years’ relevant experience is required or a bachelor’s degree or equivalent) with at least four years’ relevant experience is required or a high school diploma with military experience (or relevant police experience) at the level of Senior Non Commissioned Officer or Officer (or equivalent) with at least eight years of relevant experience may be accepted in lieu of a degree. -
IMAS EOD level 3 or equivalent qualification from a recognized training institution is mandatory. -
Relevant experience required is defined as experience working in operations within a military, police or humanitarian mine action organization, or other similar field. -
Experience in capacity building (training; workshop, etc.) in the field of explosive ordnance detection & search is required. -
Experience of working in coordination with armed forces is required. -
Fluency in English (reading, writing & speaking) is required. -
