Overview of position

Established in 1951, the International Organization for Migration (IOM) is
the leading inter-governmental organization in the field of migration and works
closely with governmental, intergovernmental, and non-governmental partners.

With 172 member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM works to help ensure the orderly and humane management of migration, to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to populations in need, including migrants, refugees, and internally displaced people.

Under the overall supervision of the Project Officer (GIS & Spatial
Planning) and the Project Officer (Data Analysis & Research) in IOM
Afghanistan, and in close coordination with Head of Sub Office, the successful
candidate will be responsible and accountable for field work of Spatial
Planning Assessment including data collection (Key Informant interviews),
mapping and data verification to support the
team in implementing
detailed Provincial Profiles and support community targeting planned as part of
the Special Trust Fund for Afghanistan (STFA)

Role objectives

Context:

Under the overall
supervision of the DTM Operations Officer and direct supervision of the DTM
Team Leader and in coordination with the Senior DTM Coordinator, the DTM
Enumerator will be responsible for the following activities, according to the
procedures and training provided by the DTM management team.

Core Functions / Responsibilities:

  1. Identify the right sources of information/target respondents to collect the relevant information required from Flow Monitoring Point and/or Flow Monitoring Survey.
  2. Conduct interviews and data collection in the border crossing points according to the operation planning led by the FMP supervisor.
  3. Coordinate the flow monitoring survey with the IOM CBRR and DoRR staff in the Border Crossing Points on the daily basis.
  4. Conduct data entry of the collected information into the given data entry template or through the assigned mobile application in the case of mobile data collection being used to assure the accuracy of the data encoded.
  5. Ensure the quality of the information collected by systematically verifying and correcting the questionnaire/form at the end of the interview/registration
  6. Liaise and build a good relationship with different data sources in the border crossing points, including but not limited to various humanitarian partners, INGOs and governmental partners.
  7. Inform the FMP Supervisor of the sudden returnees flow.
  8. Report on a daily basis on the activities conducted and the realities/issues encountered to the FMP Supervisor and make a relevant recommendation.
  9. Respect and follow IOM’s Data Protection Principles.
  10. Perform other duties as they might be assigned.

Required Qualifications and Experience

Education

High school diploma /
Certificate in Data management, Information Technology,
or related fields from an accredited academic institution with two years of relevant experience.

Experience

  • Experience in conducting community and household assessments and
    surveys.
  • Previous experience in working with or liaising with the Afghan
    Government, UN agencies, NGOs and military counterparts is an advantage.
  • Previous experience in Data entry.
  • Experience with GPS and mobile data collection technologies,
    including KoBo or Open Data Kit (ODK) applications, is an advantage.

SKILLS

  • Ability to conduct an interview, administer a questionnaire or register a person with neutrality, empathy, and professionalism.
  • Ability to work effectively and harmoniously in a team and in the inter-agency context with colleagues from varied cultures and professional backgrounds.
  • Demonstrated knowledge of Microsoft Office products: Excel, Word, and PowerPoint are an advantage.
  • Familiarity with mobile data collection technologies is an advantage.
  • Attention to details.
  • Demonstrated ability of confidentiality.
  • Accuracy.
  • Typing.

Languages

  • For all applicants, fluency in English is required (oral and
    written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in all national language(s) are highly advantages.
