Overview of position

Need Statement:

Access to drinking water, sanitation and hygiene is the basic human rights. Unfortunately, Afghans still
have a long way to go and get access to this right. Over 30% and 35% rural inhabitants do not have access
to at least basic water supply and sanitation services respectively, while 11.4% still defecate in the open
(IE&LF 2020). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). Ministry of Rural
Rehabilitation & Development along with its sector partner has put all its efforts to attain the SDGs for
WASH by provision of WASH services, coordination, policy development and implementation of the
WASH projects. UNICEF as one of the main technical and financial partners for the WASH sector has
remained the core partner to MRRD, MoPH MoE and other sector stakeholders. UNICEF has been
backing up the Rural Water Supply and Sanitation programme of MRRD to continue service delivery
under any circumstances.
The extender and the team have gained several years of experience in finance and implementing HACT
modality with UNICEF WASH.
The IT officer is responsible for all IT related activities at MRRD to ensure the MIS/GIS unit is properly
functioning. He/she will be responsible for day to day follow up on IT related works and ensure the system
is up and running. The IT officer is to implement ensure system security and to work with all the teams to
provide support for ensuring programme continuity.

Role objectives

Specific Tasks/Activities 

1. Running regular checks on networks and data security

2. Identifying and acting on opportunities to improve and update software and systems

3. Conducting regular system audits

4. Running and sharing regular operation system reports with senior staff

5. Overseeing and determining timeframes for major IT projects including system updates, upgrades, and migrations

6. Managing and reporting on allocation of IT budget for every year. 

7. Offer daily operations and systems support to personnel.

8. Setting up of computer LAN for new campuses and run and equip the LAN based on requirement. 

9. Verify functionality of hardware and software components

10. Conduct consistent network backup operations.

11. Installing and configuring computer hardware, software, systems, networks, printers and scanners

12. Planning and undertaking scheduled maintenance upgrades

13. Restricting access to unauthorized site, downloads and users.

14. Setting up accounts for staff, educate them on log in and resolve issues arising

15. Troubleshoot hardware and software issues in person, remotely and via phone

16. Investigating, diagnosing and solving computer software and hardware faults

17. Repairing equipment’s small failures and replacing parts, checking computer equipment for electrical safety.

18. Maintaining records of software licenses

19. Monitoring and maintaining computer systems, networks and network devices. Responding in a timely manner to service issues and requests.

20. Any other tasks assigned by UNICEF.

Project reporting

1 ICT support provided to UNICEF extenders based at MRRD.

2. Routinely maintained and kept functional the ICT section for extenders. 

3. Conducted regular checks of the network and system.

4. Supported all extenders on daily basis for software, printer, computer, and other ICT related tasks. 

5. Configured and installed software for engineers of UNICEF extenders’ team. 

6. Verified functionality of software on regular basis. 

7. Accounts being sat for extenders and troubleshooting has been done.

Key competencies

Required qualifications and experience:

• A bachelor or higher-level degree in computer science, ICT and related field.

• A minimum of 5 years’ experience in ICT and IT related works including MIS

• Experience in system development, IT works troubleshooting, installation and configuration of 

equipment of ICT section. 

• Computer skills, expert level in office related works.

• English speaking and writing skills, fluency in Dari and Pashto
