Overview of position

Need Statement:

Access to drinking water, sanitation and hygiene is the basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. Over 31% of the population don’t have access to basic 

drinking water (MICS 2023). Under 5 child mortality stands at 50/1,000 live birth (NHS 2017). Ministry of Rural Rehabilitation & Development along with its sector partner has put all its efforts to attain the SDGs 

for WASH by provision of WASH services, coordination, policy development and implementation of the WASH projects. UNICEF as one of the main technical and financial partners for the WASH sector has 

remained the core partner to MRRD, MoPH MoE, MEW, and other sector stakeholders. UNICEF has been backing up the Rural Water Supply and Sanitation programme of MRRD to continue service delivery under 

any circumstances. 

The extender will be responsible for cluster, WASH in Emergency and will be liaising with cluster partners NGOs. Water Supply Unit of Ru-WatSIP is the backbone of the program and gained several years’ 

experience in project life cycle, designing and implementing small, medium, and large projects at the rural communities, schools, and clinics throughout the country. The Cluster focal point will support MRRD to 

facilitate works of WASH Cluster partners in the country. The WASH in Emergency & Cluster Focal Point based in Ru-WatSIP of MRRD will act a Focal Point of MRRD for WASH Cluster and facilitate the cluster 

agenda in Emergency Preparedness and Response on behalf of MRRD for WASH in Emergency (WinE) and will ensure cluster partners MOUs and other works are facilitated on a timely manner

Role objectives
Specific Tasks/Activities
1. Timely action on MOUs review, feedback, and provision of feedback to WASH Cluster partners.
2. Review design, technical other MoU related documents of partners.
3. Support capacity building NGO partners of WASH Cluster including training and workshop for capacity building in design, BoQs, and other technical aspect of WASH projects.
4. Facilitate regular meetings between MRRD and WASH Cluster partners.
5. Work with PRRDs to ensure WASH partners works are implemented smoothly.
6. Responsible for coordination and communication between MRRD and WASH Cluster partners.
7. Follow up with partners on MoU, implementation, progress reports and facilitating other relevant tasks.
8. Work closely with UNICEF, WASH Cluster Coordinators, partners to identify gaps, plan response and ensure preparedness activities are carried out.
9. Plan and implement capacity building, training, workshop and other relevant activities based on needs and on regular basis for all WASH cluster partners.
10. Ability to work on DRR and climate changes related issues
11. Support and facilitate good
collaboration and coordination with
all WASH stakeholders.
12. Regular (monthly and or quarterly)
meeting of all WASH partners and
MRRD.
13. Develop WASH assessment, analysis
and monitoring plans in line with the
agreed standards.
14. Develop preparedness and response
plan.
15. Ability to review technical design of
water supply projects including solar
system.
16. Strong coordination and
communications with central and
regional offices of UNICEF and other
cluster partners.
17. Other duties as assigned by MRRD
and UNICEF.

Project reporting

1.MOUs are reviewed, feedback provided within 15 days.

2. MoU processed and signed on a timely manner.

3. Design and technical documents (water supply projects) reviewed; feedback provided timely.

4. NGOs partners trained on design, MoU and cluster related tools and guidelines.

5. Regular capacity building workshop conducted for WASH partners.

6. Regular meetings conducted between MRRD and cluster partners.

7. Works of partners facilitated at provincial level.

8. Emergency preparedness and response plans developed.

9. Capacity of partners developed in WASH and emergency.

10. Design and BoQs of partners reviewed,feedback provided on time.

11. Conducted regular meetings including WSG and other meetings. 

Key competencies

Required qualifications and experience:

  1. bachelor or higher-level degree in water supply, civil engineering, and other relevant field of WASH. Person with master’s degree in will be given priority.

  2. minimum of 10 years’ experience in WASH in Emergency, Coordination and Capacity building is required.

  3. Experience in project management, planning, design, and implementation of WASH in emergency projects.

  4. Experience in reviewing of water supply projects’ document, especially BoQs and design.

  5. Expertise in Solar powered water systems design and implementation

  6. Computer skills including MS Office and WASH related software.

  7. Basic level skills in Auto CAD, Water GEMS, solar software.

  8. Strong English speaking and writing skills, fluency in Dari and Pashto

  9. Management skills of project and programme

  10. Knowledge of national and international standards and codes of WASH in emergency

  11. Knowledge of technical survey and assessment, hydrogeological assessments, groundwater, and related areas.

  12. Knowledge of climate change impacts and resilience strategies and DRR.

  13. Experience of leading and managing WASH projects.
