Overview of position


Need Statement:
Access to drinking water, sanitation and hygiene is among the fundamental and basic human rights. Unfortunately, Afghans still have a long way to go and get access to this right. As per the latest report of MICS 2022/2023, access to at least basic sanitation is still as low as 44.5% with huge disparities between rural and urban, 66.7% and 36.9% respectively. 19.8% people defecate in open (1% urban, 26.2% rural). Basic hygiene stands at 58.3% with disparities of urban and rural again (67.7% in urban and 55.1% in rural). Under 5 child mortality still stands at 55/1,000 live births. In order to get to the SDG target for sanitation and hygiene, which is “access to adequate and equitable sanitation and hygiene for all, and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situation” and decrease the under 5 child mortality, we need upstream work (policy/strategies development, enabling environment…) and also implementation of services at various levels (communities and institutions).
UNICEF has been providing support to the WASH sector to attain the SDGs for WASH by provision of WASH services, coordination, policy/strategy development and implementation of the WASH projects. UNICEF as one of the main technical and financial supporter for the WASH sector has remained the core supporter for MRRD, MoPH and MoE and has been backing up the technical units in the country and continuing its assistance under various circumstances.
UNICEF continues to support a team of extenders to achieve open defecation free communities in Afghanistan and ensure that more people gain access to safe sanitation.
The CLTS Supervisor will be supervising the CLTS facilitators in conducting the pre-triggering, facilitating the sessions with communities, undertaking follow up from the communities, establishing good relationship with CDCs and other natural leaders, arranging and facilitating ODF verification, certification and declaration ceremonies at the district and village level.

Role objectives
  • Specific Tasks/Activities 

    •Supervise the team of CLTS facilitators (both male and female) in his/her related communities of the district/s and province 

    •Implement the CLTS in target communities and declare 30 – 40 communities (depending on the geography) ODF/team (two people or two couples) by the end of the contract 

    •Assist the facilitators teams in conducting pre-triggering, introduction, rapport building and triggering target communities 

    •Conduct required number of post triggering (follow up) to verify communities ODF

    •Establish CLTS committees, mothers groups and facilitate community action plan 

    •Train CLTS committees and mothers groups in hygiene 

    •Ensure the performance of CLTS committees and mothers groups reaching to other people and households 

    •Ensure the involvement of CHWs in a – z process 

    •Effective use of IEC materials in the target villages and their follow up

    •Conduct community hygiene awareness and sanitary campaigns

    •Contribute in the arrangement of ODF verification, certification and declaration ceremonies at the district and village level

    •Provide the provincial Hygiene and Sanitation officer with success stories and photos from the field 

    •Reporting on regular bases 

    •Utilize the CLTS team in emergency response when and where required

Key competencies

Minimum
Qualification and Experience:

  • The
    CLTS supervisor should be at least a high school graduate
  • Minimum
    of two years of experience working with communities
  • Experience
    in hygiene and sanitation is preferred
  • Experience
    in working with community and community mobilization will be given the
    priority
  • Familiarity
    with cultures of different Afghan communities
  • Very
    good interpersonal communication skills
  • Ability
    to supervise personnel
  • Ability
    to speak in big gatherings and interact very smoothly and politely
  • The
    candidate should be very polite and patient
  • Skills
    to convince others
  • Must
    be able to communicate well in local language/s

candidate must have the ability to work with people of different villages
