Overview of position

Job-Specific Information

Under the supervision of the Senior
Project Manager, the Resettlement Senior Officer
leads
the assessment (audit) of the compliance status with ADB’s Safeguard Policy
Statement, 2009 (SPS) of the contracts / projects  and the safeguards financing agreement
covenants.

Role objectives

Summary of Key Functions 

Support to implementation

Conduct   verification (audit) of status of
compensation payments from the projects’ advance accounts and national budget
to the relevant project affected persons of the relevant contracts/projects;

Conduct
verification of the compliance status of the projects with ADB’s Safeguard
Policy Statement (SPS, 2009) and safeguards financing agreement covenants

In
relation to the contracts to be verified, review and summarize the approved
environmental and social safeguards risk management plans and frameworks
including Land Acquisition and Resettlement Plans (LARPs) and Corrective Action
Plans (CAPs) and describe the status of their implementation, including the
adequacy of monitoring:

Review  environmental and social management plans of
the non-compliant projects, land acquisition and resettlement plans and/or
other environmental and social instruments prepared for the project and
site-specific sub-projects.

Work
closely with the DFA Ministries of Finance, Public Works, Agriculture and
Livestock, Da Afghanistan Breshna Sherkat (DABS) and other relevant agencies to
identify the status of compensation payment to the projects affected
households.

Through
document review and field visits, assess the number of paid and unpaid affected
households under each section’s LARP. Describe the issues and measures taken as
per E&S instruments in regards to all social risks and impacts.

Summarize
any social safeguards corrective action plans where they existed and assess
whether they were implemented. Assess gaps in the implementation of the E&S
instruments and the corrective action plans, and describe which measures were
not implemented, as they pertain to social risks.

Recommend follow-up actions for any remaining or unresolved E&S safeguards-related issue

Participate in projects field verification visits as required.  

Knowledge management and training

Enter
environmental and social safeguards-related audit findings in the project’s MIS
database and make sure that related data is accurate.

Advise and instruct project staff,
consultants and other stakeholders on various safety, health, social and
environmental related matters related to project implementation.

Initiate, organize and conduct HSSE
training for the project team, contractors, consultants and other stakeholders.

Ensure a safe workplace environment
is maintained at all times without risk to health and safety of everyone
including workers, UNOPS staff, other stakeholders and the general public.

Please note that the nature of this role requires flexibility in adapting to the needs of the team since the objective of alignment of contract details, local situation and habits, local law and other factors might generate unexpected needs.

Qualifications and Experience

a.Education

Advanced university degree (e.g.
Master) in social sciences (social anthropology / sociology / social work /
economics), economics, business / public administration / management or related
discipline with 2 years of relevant experience is required.

A first-level university degree (e.g. Bachelor) in social sciences (social anthropology / sociology / social work / economics), economics, business / public administration / management or related discipline with 4 years of relevant experience is required.

b.Work
Experience

A minimum of 4 years of experience in
involuntary resettlement is required

Experience in involuntary
resettlement  in ADB-financed projects is
required

Experience in Afghanistan and/or
Central and West Asia countries is required

Experience in community development
and land acquisition and resettlement issues is required

Experience working with the Asia
Development Bank, UN agencies or other donor agencies, government ministries,
and/or non-governmental organizations (NGOs) is valued

Experience with environmental and social safeguards policies/standards of multilateral banks is an advantage. Knowledge of ADB’s Safeguard Policy Statement, 2009 (SPS) will be an advantage.

c.Languages

Proficiency in English and
Dari/Pashto are required.
