Overview of position

  • Since 2017, Cabo Delgado, one of the poorest provinces in Mozambique, has been facing an escalating conflict, compounded by a fragile situation of chronic underdevelopment, consecutive climatic shocks & recurrent disease outbreaks. Violent attacks by Non State Armed Groups (NSAGs) have escalated since 2020, heightening protection risks, especially for youth, women & children. NSAG activities & counter offensive operations have forced mass displacement in the province & brought destruction & fear.

  • The government of Mozambique has responded with military action & with the support of foreign troops, reclaimed several areas which had been occupied by NSAGs. Under these auspices, our client has initiated a stabilization program in July 2021 to assist the government of Mozambique in its efforts to reestablish the authority & presence of the state in the reclaimed areas, paving the way for a subsequent safe & voluntary return of the currently displaced populations. Activities under stabilization program aim to rehabilitate public, security & social infrastructures damaged by conflict, boost socio economic recovery, build resilience & social cohesion.

  • In this context, our client continues to carry out stabilization activities as a time bound, integrated program of activities in areas cleared & held through military action intended to create confidence in & provide support to an ongoing peace process internationally recognized (including through a security council mandate) while laying the building blocks for longer term peace building & development by delivering a peace dividend to local communities & seeking to extend legitimate political authority. The stabilization program is currently being implemented in areas affected by NSAG of Cabo Delgado province, precisely in Palma, Nangade, Mocimboa da Praia, Muidumbe, Macomia & Quissanga. These areas are characterized by a minimal government & formal security actor presence.

Role objectives

Site supervision & compliance:

  • Review, update & administer civil work contracts to ensure compliance with quality & quantity clauses.

  • Supervise work execution on site, ensuring adherence to drawings, specifications & contract terms.

  • Identify & address any deviations from the approved plans or specifications & take corrective actions as necessary.

  • Review and approve / reject workshop drawings & supporting documents before execution.

  • Take measurements & ensure the quality of works carried out by contractors, making necessary adjustments & coordinating all engineering decisions.

  • Provide necessary clarifications to contractors regarding contract documents.

  • Monitor material tests & workmanship in the field.

  • Provide day to day management for rehabilitation / construction work, ensuring quality & quantity of materials & finishing.

  • Conduct field visits to assess project locations & recommend implementation solutions.

  • Certify repairs & rehabilitation works to comply with national building codes & public building guidelines principles.

  • Undertake construction inspections, including material & equipment checks.

  • Approve / reject material samples based on project requirements & standards.

  • Maintain technical documentation on sites according to relevant laws & standards.

  • Strategically guide the contractor’s team on better planning activities, scheduling fast track activities & advising on critical paths.

Management, coordination & reporting:

  • Provide technical advice & reports to our clients emba sub office as required.

  • Coordinate with relevant parties for approval of amendments / variations.

  • Ensure timely completion of work as per the signed contract by conducting joint measurements with contractors to track progress & adherence to project timelines.

  • Review contractor claims & provide recommendations.

  • Report promptly on any variations, incidents or problems in works or equipment provision.

  • Negotiate modifications with stakeholders & handle a diverse range of parties.

  • Ensure contractor safety & site cleanliness post rehabilitation.

  • Monitor project operation & certify construction progress / completion.

  • Review & verify contractor payment requests, providing reports to the supervisor.

  • Issue certificates of substantial completion in coordination with the supervisor & the contractor.

  • Advise the supervisor to withhold payment for any work which has been rejected or any work which is not in compliance with the contract documents.

  • Support preparation of final handover documentation in coordination with relevant government counterparts.

  • Act as a liaison between the project team & relevant stakeholders, including local authorities, regulatory bodies & community representatives.

  • Coordinate with stakeholders for approvals, permits & inspections required for project implementation.

  • Ensure compliance with local regulations, permits & environmental requirements.

  • Address any community concerns or issues related to the construction activities.

Expected output:

  • Ensure compliance & quality in civil works through meticulous contract management & administration, on site supervision & strategic guidance.

  • Efficiently manage project operations, coordinate with stakeholders & provide timely reporting for successful project completion & stakeholder satisfaction.

Project reporting

  • Weekly & monthly progress reports of activities carried out on site will always have to be reported.

  • Report of weekly technical meetings.

  • Report of monthly management meetings on site.

Key competencies

  • Bachelor’s degree in civil, construction engineering 5 years of experience in civil works & hydraulics projects.

  • Experience in the usage of computers & construction and architecture software packages & web based management systems.

  • Previous experience working as a Supervision Engineer.

  • Ability to work in Cabo Delgado province & its different districts.

  • Registration with Mozambican professional bodies.

  • Good background in supervising & execution of rehabilitation activities related to civil works, hydraulic works.

  • Fluent in Portuguese, English & Emakua.

Team management

Managing a team of technicians, contractor’s personnel etc.
