Chad continues to face a combination of rapid-onset and protracted humanitarian crises that have been exacerbated by the impacts of the COVID-19 pandemic. The humanitarian needs overview reveals that 6.1 million people will need humanitarian assistance in 2022, a 17% increase compared to 2021. This persistent humanitarian situation is related to the growing insecurity in some parts of the country and in neighboring countries, natural disasters, growing food insecurity, high rates of malnutrition, economic crisis, and political instability in a context of climate challenges. Humanitarian access remains limited in the north provinces and in Lake Chad basin, particularly in the island areas and the border area between Nigeria, Niger, and Chad.

UNICEF in partnership with national and international development and humanitarian actors, supports the Chadian Government in developing programs and policies to promote and respect children’s rights to survival, education and protection.

To this end, UNICEF Chad has 4 zonal offices (Abeche, Bol, Mongo and Moundou), 2 outpost (Farchana and Faya) and a central office that ensure regular implementation and monitoring of the cooperation program. Through its offices, UNICEF ensures proximity to populations in need and fosters accountability to these populations.

How can you make a difference?

Key functions, accountabilities and related duties/tasks:

  1. Ensure that vaccine management issues are identified and addressed in an active and timely manner.
  2. Follow up on the implementation of the dashboard and recommendations of the immunization supply chain redesign workshop.
  3. Contribute to the implementation of the EVM-cIP.
  4. Assist EPI national warehouse managers to effectively manage arrivals, storage, temperature monitoring and control during storage, distribution and redistribution, equipment and vaccine accounting, disposal and waste management for COVID-19 and routine vaccines.
  5. Support the design of distribution plans and installation budgets and provide technical support to the supervision of cold chain equipment installations.
  6. Facilitate the Ndjamena logistics team’s access to up-to-date stock management data, including planned/actual quantities, stock on hand, consumption rates, expiration dates, open and closed vial losses, critical operational issues and use of data for action.
  7. Ensure the regular availability of vaccines and other inputs in all health facilities offering immunization services.
  8. Support the preparation of monthly Stock Management Tools and Thrive360 vaccine stock reports.
  9. Support the adaptation of vaccine inventory tools to automate data collection on vaccine arrivals, shipment and wastage of closed vials.
  10. Support the updating of standard operating procedures and relevant guidelines.
  11. Support vaccine forecasting, triangulation of stock, consumption and coverage data at all levels of the supply chain, taking into account barriers to data use and mitigation strategies.

To qualify as an advocate for every child you will have…

Education:

A master’s degree (Master’s or BAC+5) is required, preferably in a relevant field (e.g. corporate planning, supply chain management, purchasing, logistics or other quantitative degree).

Experience:

At least 5 years’ experience in the management of international public health programs and supply chains, particularly in the field of Effective Vaccine Management and immunization programs, and experience in low- and middle-income countries.

Competence in the following areas will be considered an asset:

Logistics management systems; Analysis of supply chain bottlenecks and root causes; Familiarity with inventory policies, allocation, ordering and distribution strategies and other supply chain operations; Health systems strengthening; Evaluation and measurement of supply chain performance; Knowledge of supply chain management and operations; Experience in training, planning and provision of technical assistance; Experience in the effective management of nOPV vaccine according to the vial management requirements of the Polio Eradication Initiative; Effective presenter, able to adapt message and visual aids to multiple audiences in order to deliver concise and impactful presentations; Excellent analytical skills; Proven ability to work in a multicultural environment; Proficiency in MS Excel, PowerPoint, Word; Good knowledge of SMT, ODK, ViVa and field data collection.

Language requirements

Fluency in French required. Knowledge of English and/or another official UN language (Arabic, Chinese or Spanish) is an asset.

N’Djamena is a non-Family Duty Station with Rest & Recuperation every 8 weeks.

Remarks:

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions.

Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF.

UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
