Vice President, International Programs

Position description

The mission of Jesuit Refugee Service/USA (JRS/USA) is to accompany, serve, and advocate for refugees and forcibly displaced persons. JRS works in more than 50 countries worldwide to meet the educational, health, psycho-social and emergency needs of more than 1.5 million refugees and other forcibly displaced persons regardless of race, ethnic origin, or religious beliefs.

Job Description

Reporting to the President, the Vice President of International Programs will play a lead role in the planning and execution of Jesuit Refugee Service/USA’s institutional operations and will be responsible for oversight of overseas programming, including institutional and private funding. The Vice President will lead JRS/USA program funding strategy and growth and manage a portfolio of U.S. government and foundation grants in order to ensure program quality and effectiveness, compliance, and continued funding. The Vice President will also coordinate with overseas colleagues to contribute to organizational learning and accountability.

The Vice President will work closely with the CFO and the Finance and Development Department to ensure that JRS/USA has the systems and procedures in place to support effective program implementation and meet donor reporting requirements. The Vice President will work closely with senior leadership and across departments to ensure that JRS/USA staff are well informed of program developments globally. They will also work closely with other Global JRS staff, including the International Office Programmes & Innovation Director, other IO management staff, and Regional Directors to provide leadership within the organization and support strategy and planning. The Vice President will represent JRS USA with donors, external partners, and with other JRS offices. The Vice President will supervise at least a team of 5 people and potentially other staff as needed.

Responsibilities

Program strategy and implementation

• Responsible for designing and operationalizing JRS/USA program strategy and strategy implementation, monitoring and learning, along with key members of staff
• Provide direct management and direction on significant strategic issues and partnerships
• Ensure learning is generated from programs funded by JRS/USA and shared internally among JRS regional and country offices
• Support Regional Directors, Regional Program Officers, and other key staff in program strategy, implementation and monitoring, ensuring appropriateness of efforts in relation to design, donor commitments, and beneficiary needs

Program development, quality, impact and compliance

• Responsible for ensuring program quality, implementation, donor compliance, reporting, accountability and learning for programs receiving funds through JRS/USA
• Responsible for portfolio of U.S. government grants through the entire project cycle, including proposal design and development, financial and programmatic monitoring and reporting, and donor relationship management. Significant international travel is required.
• In coordination with the Finance Department, track expenditure against budgets and ensure financial reporting is accurate, follows a spending plan, and in compliance with donor requirements
• Provide guidance to regional offices on donor priorities and compliance
• Facilitate networking, sharing and learning among JRS regional and country offices, partners and other NGOs and build organizational capacity to incorporate results and learning into program design and on-going implementation

New business development

• Develop strategy to sustain and expand U.S. governmental and institutional funding in line with JRS regional priorities
• Coordinate with Development and Finance Departments and other regional offices to establish priority areas for JRS/USA funding and support
• Support the Development Department and JRS regional offices to develop highly competitive proposals for private donors and foundations

Staff Supervision

• Provide direct supervisory support to Program Managers, Specialists and Coordinators.
• Work with Staff to develop and monitor progress against annual work plan.
• Conduct annual performance review of staff.

Other

• Together with the IO Programmes & Innovation Director, provide leadership and coordination between the U.S. and IO global programs teams
• Keep abreast of current issues, best practice and trends within the sector and environments in which JRS operates
• Represent JRS/USA internally and externally with other JRS offices, current and potential new partner organizations, donors, government officials, UN agencies and other NGOs
• Identify and participate in forums, networks, trainings and meetings of relevance or strategic benefit to JRS/USA
• Provide quarterly reports on JRS/USA program activities to the board of directors
• Coordinate with JRS/IO and JRS regional offices and respond to requests as needed
• Respond to appropriate requests from President as needed

Qualifications

• Bachelor’s Degree in International Relations, International Development, Economics, Political Science, Business Administration, or other related field. Masters preferred.
• At least 12 years of related experience in relevant field, preferably related to emergency relief or international development or with a non-governmental organization.
• Minimum three years of experience in a Director-level role with supervisory responsibilities.
• Solid knowledge of and experience working with institutional donors, including during the contracting and award management process, or willingness to learn. Experience with U.S. Department of State or USAID strongly preferred.
• Strong interpersonal skills and communication skills. Experience in effectively communicating to
• senior management, Board of Directors, and other partners.
• Interest in and willingness to travel.
• Experience with migration, refugee and asylum issues and programs.
• Strong organizational skills and attention to detail.
• Strong critical thinking skills used to solve complex problems.
• Ability to communicate and develop key working relationships remotely with international colleagues in a diverse, multi-cultural environment.
• Ability to prioritize effectively among competing deadlines in a fast-paced environment.
• Self-motivated and able to work with minimal direction.
• Solid computer skills for word processing, databases, spreadsheets and presentations.
• Strong writing skills for proposals and program reports.
• Excellent written and verbal language skills in English required.

Salary Range: $154,000 – $230,000
