DIRECTORATE FOR COMMUNICATIONS
Under the guidance of the Secretary-General, the core mission of the redesigned Directorate for Communications (COM) is to maximise the reach and impact of the OECD and its work through clear, cutting-edge, evidence-based communications carried out in conjunction with policy directorates. The Directorate carries out its functions in accordance with the OECD Communications Strategy and pursuant to Annual Communication Plans for which it is responsible, steering organisational efforts on strategic priorities and supporting policy directorates in their communications to specialised audiences. Working in concert with communications professionals across the OECD, it drives forward a coherent communications function, serving as a standard setter for excellence and measuring communications impact. It leads on corporate-level media, social media, stakeholder and parliamentary engagement; the architecture and implementation of the organisation’s online presence, including multimedia digital content; and the dissemination of OECD publications while performing an important role in risk identification and management in the public sphere. The Directorate holds as a core value an agile, collaborative and supportive culture marked by positive interaction and accountability among professionals.
DIGITAL COMMUNICATIONS, WEB AND PUBLICATIONS DIVISION
Within the Communications Directorate, the mission of the Digital Communications, Web and Publications division is to drive the development of communications plans, design and deliver cutting-edge digital communication and outreach products and services, including the OECD website, data visualisations, videos and others. The division will serve both corporate priorities and Directorates’ needs for their communications to specialised audiences through a competitive portfolio of communications products and services. Specifically, the division will work with communicators across the Organisation (ONE communications function) to:
- Support the development of the corporate communication plans co-ordinated by the Editor in Chief, in full collaboration with Directorates, both focusing on corporate priorities and supporting directorates’ specialised audience priorities on demand. Implementation of communications on corporate priorities is to be undertaken in close collaboration with the divisions on Media, social media & external engagement and Communications impact, standards & capacity building to ensure the strategic alignment of the corporate narratives.
- Define digital strategies, policies, standards, and processes to enable the production of digital communication and its dissemination on digital platforms with quality and consistency in co-ordination with the Division on impact, communications standards & capacity building.
- Define a corporate offer of communications and publications services adapted to the Organisation’s needs with adequate service level agreements, pricing strategy and direct billing mechanisms for directorates to support revenue generation for the Communications Directorate.
- Act as liaison and partner for Directorates for the development of the sub-areas of the communications plan, and for directorates’ needs for the implementation of directorates’ specialised priorities.
- Design digital communications proposals to support corporate and Directorates’ communications plans with appropriate communications products & services.
- Create corporate creative and compelling digital and data products to engage and reach target audiences through OECD digital platforms, in collaboration with directorates.
- Design and manage a-state-of-the art OECD-wide web presence, work with internal stakeholders, OECD-wide community of Communications experts, and external partners to build long-term capabilities for OECD web properties, maximise OECD content discoverability and increase audience engagement; manage digital communications infrastructure, workflows, and systems.
- Centrally manage, produce, and disseminate OECD publications in high-quality formats through OECD.org and non-OECD channels.
COM is looking for a Video Producer who will work in the Digital Visual Communications unit of the Digital Communications, Web & Publications division and be responsible for conceiving, developing and post-producing a variety of video content adapted to various digital channels to support communications plans. This will involve working with all relevant teams across the OECD and with external partners. S/he will work under the supervision of the Head of the Digital Visual Communications unit.
Job Description
Main Responsibilities
- Play a constructive role in the transformation of the OECD communications function, contributing to an agile, collaborative and supportive culture marked by positive interaction and accountability among colleagues.
- Ensure good collaboration with other divisions of COM to ensure strategic alignment.
- Produce videos and motion design to support corporate communications plans and Directorate needs under the creative direction of the Digital Visual Communications lead, working collaboratively with the Digital project managers and the Communications partners. Consult Creative Director from production to post-production process.
- Manage and oversee all technical aspects of video recording and editing. Use technical & creative skills to enhance footage and create engaging content.
- Develop and edit videos, both longform and short-form content, for OECD channels, including websites and social and digital platforms.
- Optimize videos for different channels (web & social media) early in the production process, improve OECD’s video visual style in alignment with the brand expression.
- Manage the plannings of the full production chain (from pre- to post-production) efficiently and co-ordinate the related workstreams to secure the timely delivery respecting the defined budget set up in collaboration with the Digital Project manager.
- Assess the performance of the video products in close collaboration with the Communications impact, standards & capacity building division to ensure continuous improvement.
- Design a portfolio of video products with standard costs working with his/her management. This includes but is not limited to short form scripted editing, long form institutional videos or documentary, interviews with the experts, motion graphic design and implementation, social media spot creation.
- Manage and expand OECD’s network of freelance videographers and/or video production companies; outsource certain steps of the production process as needed. Make sure the outsourcing is planned as of the start of the project and budgeted accordingly.
- Research, acquire and update footage and sound effects and maintain the digital library. Suggest, select and purchase music when relevant. Ensure music copyright and licensing requirements are met for each video project.
- Create visual templates, standards, best practices and guidelines for video products in close collaboration with the Communications impact, standards & capacity building division.
- Help to manage and maintain video assets, YouTube corporate channel, and OECD’s videos archive.
- Keep abreast of with industry trends, best practices, and innovative editing techniques Test new formats and tools, production techniques, technology and software applications, and propose innovations as relevant.
- Adopt and maintain a user-centric, data-driven and continuous improvement culture that supports innovation.
- Develop functional requirements for market consultations and call for tender processes related to video production, footage data banks, and other relevant service providers as needed.
- Manage and maintain video equipment, including cameras, lights, and audio recording devices.
Qualifications
Ideal Candidate Profile
Academic Background
- Bachelor’s degree in video / multimedia production, digital audio-visual communication, digital media, journalism or a related field.
Professional Background
- A minimum of 5 years experience in digital video production with required technical skills in live and recorded video production, preferably within an international organization.
- Experience working in fast-paced settings with live events, breaking news and politically sensitive external communications and being able to balance multiple projects simultaneously.
- Extensive portfolio showcasing a range of innovative video content.
- Experience in creative visual storytelling and script writing. Ability to weave a story together through video editing.
- Experience in arranging, directing, and shooting interviews and events.
- Experience encoding and publishing videos for online and social platforms.
- In-depth insights into current trends in digital/video styles, formats and distribution channels.
- Ability to work autonomously, under pressure, with limited supervision, while respecting quality standards and deadlines.
- Excellent project management skills (timekeeping, organization, budget management, etc.).
Tools and technical skills
- DSLR camera operation (video, photo), portable audio recording devices, including wireless mic set-up.
- expert knowledge of Video editing with post-production tools including Adobe Creative Suite (Premiere Pro, After Effects Media Encoder, Illustrator, Adobe Photoshop, Color Correction and Adobe Audition a plus).
- Experience developing motion graphics and animation as part of video production.
- Experience with YouTube and other social media is a plus.
- Good understanding of HTML, CSS and content management systems.
- Familiarity with creating data visualizations.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other major languages (or specific language) would be an asset.
Contract Duration
- 2-year fixed-term appointment, with the possibility of renewal.

Selection Process

- Depending on level of experience, monthly salary starts at either 5 741 EUR, plus allowances based on eligibility, exempt of French income tax.
