The British Embassy in Tbilisi is part of a worldwide network, representing British political, economic and consular interests overseas and we are now looking for an Assistant to the UK National Crime Agency (NCA) Liaison Assistant, AO grade, in Tbilisi.

The main purpose of Assistant to the UK National Crime Agency (NCA) – International Liaison Officer (ILO’s) is supporting and assisting them in achieving their objectives as set by the NCA and in maintaining and strengthening their relationships with host agencies.

This involves providing essential administrative and logistical support to the NCA ILO’s work in respect of the pursuit of serious organised crime, criminal finances, irregular migration and other assets to reduce threats to the UK from serious organised crime.

What the role entails:

  • The jobholder will conduct office administration duties under the instructions of the NCA Liaison Officer (LO’s) and in accordance with policy and standard operating procedures. Duties include, but are not limited to: records management; vehicle management; maintaining office accounts; maintenance of the asset register and gifts and hospitality register; planning travel and visits; diary management; and organising events. This may require occasional attendance at events outside normal working hours.
  • Provide language support and translation services to the NCA LO’s within 24-hrs of receipt under ILO `s advice, by strictly observing the confidentiality of work issues and security, including exchanges of information and at official meetings and events.
  • Ensure ongoing collaboration with various government institutions & senior officials in Georgia while adjusting to unexpected situations. 
  • Compile verbal and written briefings as directed, including regular monthly management reporting.
  • Provide open source (Tier 1) research support, especially exploitation of information sources in Georgian.
  • Maintain oversight of regional projects/training programmes as required including, but not limited to: supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money.
  • Monitor the NCA office mailbox and telephone so that messages are responded to in a timely fashion and/or directed as required.
  • Carry out general office management duties as directed by the NCA when the ILO is  away from post.
  • Support the ILO with his satellite work in Armenia along the same responsibilities as the role within Georgia.

 

Our ideal candidate has:

  • Written and spoken fluency in both English and Georgian (at a minimum of C1 level according to CEFR*);
  • Excellent knowledge of the various government institutions in Georgia and a proven ability to secure access at Director General / Senior Leader / Director within those institutions;
  • Evidence of strong co-operative working with the following institutions – MIA, ICCC, Border Police;
  • Proven track record of working with the following departments of the Georgian State Police: International department, Department of Criminal Police, Border & Migration police, Special Operations Directorate, NCB Tbilisi and Eurpol Tbilisi;
  • Experience of working with UK law enforcement institutions such as UK police forces and forensics;
  • A flexible approach to work and travel; this may occasionally include travel at short notice, working weekends and on public holidays and foreign travel;
  • Excellent IT skills – advanced skills in Microsoft Office and accountancy skill;
  • Ability to process and understand large amounts of data and information; turning this into concise and accurate reports;
  • Strong interpersonal and communication skills and confidence in dealing with senior level people;
  • Constructive, positive and service orientated attitude;
  • Excellent organisational skills for document and record management;
  • Ability to work with minimal supervision and to prioritise workloads where required;
  • Ability to demonstrate a track record of confidentiality concerning work issues and an understanding of the personal and professional consequences of lapses in security.

 

Good to have:

  • Knowledge of Russian is desirable (written and spoken, B2 level according to CEFR*) to support ILO with satellite work in Armenia;
  • Full driving licence desirable;
  • Experience of working in an area with a high level of personal responsibility and has a track record of being accountable for own actions / decisions;
  • A minimum of 3 years of relevant work experience, including evidence of engaging stakeholders, customers and partners at all levels.

This is a full-time, permanent position, of 40 hours gross per week, Monday to Friday from 9:00am to 17:00pm. Some flexibility may be needed occasionally depending on the job requirement.

The job holder may be required to travel regularly within and outside of Georgia. Some work (including travel) will be required during the evenings and occasionally weekends, for which time off in lieu or overtime (where applicable) will be given. This post is unsuitable for full time working from home and will be based at the British Embassy in Tbilisi.

The gross monthly salary is 4,558 GEL (gross). Please note that staff members are responsible for paying any income tax and state pension contributions required by local law.

The successful candidate will be subject to professional background checks and security clearance verification. Clearance levels may impact system access and some aspects of the role. The successful applicant will need to achieve a level of security vetting applicable to the role. Candidates that are not able to do so will not be able to take up the post.  

Staff recruited locally by the British Embassy in Tbilisi are subject to local Terms and Conditions of Service.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Georgia and be prepared to ensure that right remains throughout the scope of the assignment. The British Embassy does not sponsor applications for work permits.

Learning and development: The NCA is fully committed to the professional development and training of its staff. There are some specific training courses that are relevant to the role. This may neccistate travel to the UK or wider across the Region to undertake training in a suitable training environment.
