Main purpose of job:

Home Office International Operations is part of the Home Office Intelligence network, comprising of an amalgamation of Immigration Enforcement International and Border Force International teams that operates predominately overseas.

It covers a huge area of the globe encompassing numerous countries that present a complex and unique array of threats to the United Kingdom. Threats that can cause harm to our communities, businesses, public services and economy.

These include facilitating illegal migration, human trafficking and modern slavery for sexual, labour and criminal exploitation, organ harvesting and domestic servitude, Class A drug importation (including pre-cursor chemicals), CITES, Intellectual Property Rights offences and child sexual exploitation.

As part of the United Kingdom’s law enforcement infrastructure our efforts will focus on tackling those who wish to circumvent or evade the border security laws of the UK.

We achieve this through engagement and collaboration with partners to take preventative or law enforcement action against those who seek to exploit the vulnerable, facilitate illegal migration to the UK and engage in the importation of high harm commodities regardless of where they operate.

We are currently recruiting an officer to join our Home Office International Operations (HOIO) team in Thailand, but the role will carry a regional support remit across the wider Asia Pacific Region.

The British Embassy Bangkok is a medium sized diplomatic mission with approximately 140 staff delivering a dynamic and rapidly expanding programme of activity in support of the UK’s objectives including on prosperity, trade, security, open societies, consular services and law enforcement. This is an exciting opportunity to join our diverse team. 

Roles and responsibilities / what will the jobholder be expected to achieve?

International Liaison Officer Role (ILO):

  • Engagement with stakeholders from both people and commodity business areas.
  • Management of, and entry of data/intelligence information onto UK Government IT systems & databases.
  • Provision of Management Information, intelligence products/reports ensuring all intelligence is handled in compliance with relevant legislation and policy and is accurate and fit for purpose.
  • Utilise strong problem solving and analytical skills to develop intelligence and identifying patterns of organised immigration crime.
  • Conduct Training to host and commercial partners.
  • Assist in managing team email inbox.

Investigative Role:

  • Conduct necessary checks on HO systems as required to assist with investigations. Assess and develop adverse information received from a wide variety of sources.
  • Lead the identification and investigation of suspected organised immigration and customs crime and assist in the preparation of investigation referrals to law enforcement partners.

Pan-Region Support:

  • Management, analysis and entry of, data/intelligence information onto UK Government IT systems & databases.
  • Provision of Management Information, intelligence products/reports.

Other:

In times of peak operational demand, work flexibly within the Section and within the Embassy.

All staff will be expected to make a corporate contribution to the smooth running of the British Embassy, either through a committee membership or another voluntary role.

  • Experience of working in an operational environment -Immigration/Customs/Police/Intelligence.
  • Strong organisational skills
  • An ability to work with minimal supervision.
  • Excellent level of written and spoken English with the ability to produce high quality reports and briefings
  • Open to UK nationals only who have or are willing and able to obtain SC (Overseas) clearance

Language requirements:

  • Language: English
  • Level of language required:  Excellent

  • Working knowledge of frontline Home Office systems would be an advantage.
  • Experience in statistical, data or intel analysis

Learning and development opportunities:

The British Embassy Bangkok encourages all staff to develop their capabilities, through both formal training (courses) and informal (job-shadowing, coaching, on-the-job training etc.). The majority of our formal L&D opportunities are drawn from FCDO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training (‘lunch & learn’) or coaching/mentoring. All staff are eligible for 5 L&D days a year.

Working patterns:

This is a full-time role – 36 hours/week, Monday to Friday. There will be an occasional on-call requirement.

We are currently operating a hybrid working pattern (some time working in the office, some time working from home).

The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern working which may result in unsociable hours and/or weekend working.

The FCDO also operates an agile workforce. To facilitate this, you may be required to undertake other duties from time to time as we may reasonably require.
