Main purpose of job:

The British Embassy Bangkok is a large diplomatic mission of around 150 staff delivering a dynamic and rapidly expanding programme of activity in support of the UK’s objectives including on economic and sustainable development, trade, security, open societies, consular services and law enforcement. This is an exciting opportunity to join our diverse team.  
 
Reporting to the Head of Trade Policy, you will be responsible for increasing bilateral trade between the UK and Thailand, by making a success of the established Joint Economic and Trade Committee (JETCO), and by working day-to-day with the wider team to resolve specific market access issues faced by UK companies active in, or seeking to enter, the Thai market. 
The Secretary of State considers this to be a top priority for Thailand and it is listed accordingly as our top objective in the single country plan. Your primary measure of success will be the reduction in tariff, non-tariff and process barriers across sectors and the delivery of a successful programme of work to achieve these aims. 

Roles and responsibilities / what will the jobholder be expected to achieve?:

You will deliver the day-to-day work on trade policy, market access and disputes for the Department for Business and Trade (DBT) in Thailand. Working closely with teams across the Embassy, wider APAC region and London you will engage with British companies and Thai Government to understand these complex issues, clarify and communicate detailed and sometimes complex policy points; and support the Head of Trade Policy to develop and implement innovative strategies/solutions to meet those opportunities .

We engender a one team approach across the embassy, so at times we will ask you to undertake representational duties, such as attending receptions on behalf of Her Majesty’s Government or support other departments in their work. On occasion these activities may be outside of Embassy standard working hours. 

The jobholder will have access to a range of excellent learning resources via the International Academy and will be encouraged to achieve practitioner level (an FCDO internal qualification) in trade policy if they haven’t already. The jobholder will be encouraged to join the trade cadre and will also be a member of the DBT APAC trade policy team, all of which will provide a substantial support package to help the successful candidate grow and develop.

The job holder will be responsible for: 

Advise on the UK approach to Thailand market access – working closely with DBT in London, and senior management across the APAC region and Embassy, you will support the creation of a strategy to tackle market access barriers in Thailand. You will support the successful delivery of the annual UK-Thailand Joint Economic Trade Committee (JETCO) while coordinating, monitoring and advancing day-to-day progress in associated workplans and programmes to deliver outcomes for the UK. 

Business, academic, and external engagement – support DBT Thailand in engagements with private, government and academic sectors. Build relationships to deliver our market access campaigns and objectives. Build trusted relationships with businesses, academics, other nations and Thai Government in order to understand and seek resolution to market access and trade policy issues. 

Analysis of Thailand market access barriers and trends – act as first-line analyst within DBT Thailand on market access and trade policy issues. Proactively monitor updates in Thailand’s legislator and public media for announcements relevel to trade policy and market access issues. Strategically and proactively deploy analytical expertise (or work through others) to carry out identification and scoping as to the impact of existing (or potential) market access barriers. Produce accessible and engaging data and evidence products alongside recommendations to tackle issues through your knowledge of DBT and wider embassy initiatives   such that senior decision makers can interpret those findings to determine strategy and a course of action.  

Delivery of market access campaigns – support the design and lead the delivery of specific campaigns to reduce or eliminate market access barriers in Thailand. Work with stakeholders across the Embassy and beyond (utilising your networks in the private and public sectors) to advise on strategy and then deliver a coordinated approach to tackling key barriers as guided by the Head of Trade Policy.  

Reporting of DBT Thailand market access barriers – responsibility for tracking progress on priority market access barriers across DIT Thailand. Monitor Thailand policy developments and update reporting dashboards and databases with relevant & timely information on market access barriers.  

Network & HQ Relationships – coordinate closely with DBT in London and the APAC Market Access Counsellor in Tokyo, to establish and resolve market access barriers, and provide intelligence on wider market access and trade policy trends in Thailand and Asia.  

Depending on budgets, there may also be an opportunity to manage or advise on limited programming funds, to enable additional research, engagement, or other activities to support DBT Thailand’s market access objectives. The post-holder may be responsible for a delegated budget of up to THB 100,000 under supervision of the Head of Trade Policy.      

The post-holder will also be expected to take on a cross-cutting corporate contribution, either within the British Embassy Thailand or across DBT APAC.

Depending on available budgets, there may be some opportunity to manage or oversee limited programme funding to support market opening activity in Thailand. 

  • Strong written and oral English communication skills;
  • Qualification in economics, public policy, business or similar field;
  • Proven experience of working in a trade policy, trade promotion, or business advocacy environment;
  • Proven experience of working with business or government to identify and resolve complex issues.
  • Strong command of analytical techniques and tools, an ability to present complex ideas in a simple way;
  • An ability to think innovatively and create new solutions to meet challenging and complex issues.
  • Ability to lead and influence others to achieve results.

Language requirements: 

Language: English

Level of language required:  Fully fluent in all aspects of English and Thai  

  • Knowledge and application of trade policy mechanisms such as the WTO, ASEAN, RCEP, CPTPP and bilateral/multilateral trade agreements.
  • Strategic communications, campaign or project management experience.

The majority of our formal L&D opportunities are drawn from FCDO resources. Working patterns:

This is a full time role – 36 hours/week, Monday to Friday.

We are currently operating a hybrid working pattern with staff expected to work from the Embassy for 60% of their working week.

The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern, which may result in unsociable hours and/or weekend working.
