Main purpose of job:

The British Embassy Bangkok is a large diplomatic mission of around 150 staff delivering a dynamic and rapidly expanding programme of activity in support of the UK’s objectives including on economic and sustainable development, trade, security, open societies, consular services and law enforcement. This is an exciting opportunity to join our diverse team.  

This is a fantastic opportunity to join a fast paced and dynamic team in a critical decade for global action on the energy transition needed to move away from fossil fuels and towards clean growth. As part of the UK Government’s global response to the climate challenge and its commitment to help deliver the aims of the 2015 Paris Agreement, we plan to launch the UK PACT (Partnering for Accelerated Climate Transitions) programme in Thailand. UK PACT is a technical assistance programme that has been established to support partner countries to accelerate their clean growth transitions and reduce carbon emissions in line with their Nationally Determined Contribution (NDC). Thailand and the UK are working in partnership to tackle climate change and Thailand has been identified as a key strategic partner for UK PACT. 

This position, based in the British Embassy Bangkok, will lead design and implementation of the UK PACT Country Programme in Thailand. This will include shaping the overarching strategy; ensuring high quality value for money delivery of UK PACT projects in Thailand, including regional links under the Green Transition Fund (GTF); identifying opportunities for new programme interventions; establishing and maintaining a strong stakeholder network of UK PACT counterparts in Thailand; and supporting regional opportunities for project delivery under the new ASEAN Green Transition Fund (GTF) which will be delivered closely alongside bilateral UK PACT work. 

The role holder will be responsible for ensuring the UK PACT Thailand Country Programme delivers high impact, value for money, interventions. For the skill-shares and secondment component, the role-holder will be expected to promote, design and implement skill-shares in partnership with a range of different Thai counterparts. 

This role will be based in the Economic and Sustainable Development team at the British Embassy in Bangkok. The post holder will be expected to work closely with the climate and energy attaché and other team members to align UK PACT with the UK’s wider climate and economic partnership with Thailand, as well as contribute to wider UK objectives across the Embassy. 

Roles and responsibilities / what will the jobholder be expected to achieve?

1. Design and implement the UK PACT Thailand Country Strategy and ASEAN Green Transition Fund

  • Working with the British Embassy and UK PACT London team to finalise the UK PACT Thailand Country Strategy. This will include tailoring the approach to respond to an in-depth scoping exercise, ensuring the programme is tailored to UK climate objectives in Thailand.
  • Leading delivery of the UK PACT programme in country, including shaping the overarching strategy, ensuring high quality delivery of the existing portfolio of projects, and identifying opportunities for new programme interventions.
  • Ensure coordination between UK climate programmes and initiatives supported by other donor agencies, identifying opportunities for multilateral cooperation where possible.
  • Establish a pipeline of activities under the new regional ASEAN-UK Green Transition Fund (GTF), working closely with other UK Embassies in the region, including the UK Mission to ASEAN.
  • Providing evidence-based recommendations on collaboration opportunities to senior management at the British Embassy and in the UK.

2. UK PACT Stakeholder engagement

  • Engage with relevant Government of Thai ministries and state governments to design and implement the programme. Manage relationships with them.
  • Lead on UK PACT elements of VIP visits and briefings.
  • Prompt strategic, regular communications with key stakeholders in the UK, Thai and other regional stakeholders to facilitate best practice sharing where appropriate.
  • Publicly represent the British Embassy and the UK Government as a credible interlocutor in climate related engagements as necessary.
  • Proactively seek cross-team collaboration opportunities amongst Embassy teams to continue supporting a mainstreamed approach to climate change in bilateral and regional programmes.

3. Contribute to wider UK objectives across the Embassy as required, working flexibly to support colleagues in peak periods. The successful candidate will have the opportunity to play an active part in the corporate life of the British Embassy, such as contributing to learning and development, inclusion, wellbeing, and deputising for leadership where appropriate.

All staff will be expected to make a corporate contribution to the smooth running of the British Embassy, either through a committee membership or another voluntary role.

We are looking for a proactive self-starter, able to work well and have a flexible approach to work whilst under pressure and excellent interpersonal and communications skills to build strong relations within the British Embassy and UK teams and with a wide range of stakeholders in Thailand.

Candidates should demonstrate:

  • A university degree, preferably in Environmental Science, Climate, Public Policy or related course;
  • An understanding of climate and environment issues and policies in Thailand;
  • A minimum of 3 years of work experience, ideally with Project/Programme management experience, preferably with international stakeholders;
  • Strong interpersonal, communication and relationship skills;
  • Flexible and creative problem-solving skills, and the ability to come up with innovative solutions to complex problems, and coordinate coherent and compelling programmes and projects;
  • Excellent command of written and spoken English and Thai;
  • Experience providing administrative and logistical support;
  • Strong communication skills (written and verbal) and ability to adjust to different audiences;
  • Strong presentation skills;
    Excellent team working skills.

Experience in designing and managing programmes related to Thailand’s climate change policy, its international commitments and institutional framework;

  • Sound network of contacts in Thailand’s political arena, government, private sector and civil societies.
  • Prior work experience in international or multilateral programmes;
  • Knowledge of climate, transport, green finance and clean energy;
  • Knowledge of Thai governance and policy development;
  • Knowledge of UK climate and energy policy, technology and commercial capabilities, and its global leadership in the subject matter

This role is advertised as full-time, fixed-term role for 12 months with possibility of renewal to be based in Bangkok.

Learning and development opportunities (and any specific training courses to be completed):

The British Embassy Bangkok encourages all staff to develop their capabilities, through both formal training (courses) and informal (job-shadowing, coaching, on-the-job training etc.). The majority of our formal L&D opportunities are drawn from FCDO resources. All staff are encouraged to share their skills and experience with colleagues, through informal training (‘lunch & learn’) or coaching/mentoring. All staff are eligible for 5 L&D leave days a year.

The British Embassy Bangkok has an active Learning & Development Committee which works hard to provide a comprehensive L&D offer, which staff can also bid for additional financial support as long as it is relevant to the Section’s objectives.

Working patterns:

This is a full time role – 36 hours/week, Monday to Friday with option to work on a part-time basis – to be discussed with the Hiring Manager.

We are currently operating a hybrid working pattern with staff expected to work from the Embassy for at least 60% of the time.

The Embassy has a smarter working policy and is committed to offering flexible working patterns balanced with the operational requirements of the role. In crisis/emergency situations you may need to work as required to support the Embassy response, sometimes on a shift pattern, which may result in unsociable hours and/or weekend working.
