Main purpose of job:
This is a new role and is all about collaborating across teams and departments, both within the Consulate-General and with external stakeholders, to support the delivery of UK Government missions and the specific CG priorities at any given time.
The job holder will be expected to quickly pivot focus and contribute effectively across a range of strategic areas—including political engagement, economic analysis, sub-national policy, and net zero initiatives—depending on organisational needs at any given time.
As well as collaborating across different teams and departments, the job holder will maintain and expand on a large and high-quality network of contacts in UK Government Departments around the China Network/in London, in academia, think-tanks, local government agencies, UK and Chinese businesses, and thought leaders across South China. For the job holder, wider team and BCG as a whole to draw on to further UK objectives.
The job holder will be required to deliver high-quality analysis, explain research methodology and justify conclusions drawn from research data. He or she will be on top of recent news and local policy announcements, especially affecting South China.
Each of the EO roles will be expected to specialise in one of the policy/skill areas covered by the team and outlined in more detail in the roles/responsibilities section below. While retaining flexibility to cover any policy area, he or she will be the lead for that area in implementing that policy area across South China.

Roles and responsibilities:
1.The job holder will be expected to contribute effectively across a range of policy areas and essential pieces of work which may include— strategically managing a key network of contacts/stakeholders within a particular sector or geographical area, political engagement, planning and strategic oversights of events including budget management, visit planning and coordination, project/programme delivery, economic analysis, sub-national policy, interpretation/translation work and net zero initiatives, being the named responsible officer for one of the provinces we cover—depending on organisational needs at any given time. With guidance, oversight and sign off in all these areas from HEO team leaders and senior leadership in BCG Guangzhou. This is all about collaborative working, coordination and cooperation with the other EOs and wider team to deliver in line with UK objectives. Depending on the priority at that given time, this could range from supporting delivery of a high-level economic event; liaison with the local government to deliver a high-level meeting for an incoming visitor; overseeing a Net Zero project; drawing on your network to produce expert reporting on an emerging issue in one of our six provinces. 2. Specialisation in a number of policy and skill areas – will mean having oversight and being empowered to cover that thematic area in more detail. He or she will be responsible for working with the policy leads in Beijing and elsewhere in the China network to input a South China perspective to analysis and projects and to embed central priorities into the work of the wider BCG team. While a named specialist or responsible officer may lead on delivery of a piece of work in one particular area, the rest of the team will support implementation, particularly at busy times. Indicative areas of responsibility outlined below. This is not an exhaustive list and will develop and change in line with team and wider UK Government priorities. He or she will receive support, guidance, oversight and sign off in all these areas from HEO team leads and senior leadership in BCG Guangzhou. (40%)
Economic specialism:
1. Research, tracking and reporting on macro-economic analysis/data/trends in South China to further UK objectives.
2. Understanding economic concepts and current economic trends in South China and how they relate to UK objectives.
Politics/Visits/Outreach specialism:
3. Planning and organising high level events and visits to achieve UK government priorities.
4. Understanding and reporting on key political trends in South China.
5. Leading implementation of the UK’s scholarship scheme, Chevening Scholarships.
6. Promoting UK values in South China.
7. Overseeing the implementation of our outreach strategy across one or more provinces in South China.
8. Sourcing and using funding to deliver UK objectives in different regions and on different priorities.
Clean specialism:
9. Embedding the UK’s Net Zero priorities across all of our work In South China.
10. Supporting delivery of national Offshore Wind and Carbon Capture Usage and Storage (CCUS) priorities

This role is part of a new team so structures and ways of working will be agreed and refined between senior management, team leaders and successful candidate once hiring is completed.
It requires travel within the six provinces covered by British Consulate-General, Guangzhou and occasionally to Beijing and other parts of China. There may be opportunities to travel to the UK for business purposes.

This is a new role in a new team and the successful candidates will be given the support, guidance and l&d they need to excel in their new positions.
Working Patterns:
35 hours of work per week from Monday to Friday, 08:30-17:00. There may be occasions that may require you to work outside normal hours.
