Main Purpose of Job:

The jobholder will join the creative and collaborative China Communications network, working to the Head of Comms at the British Consulate-General Chongqing under the overall direction of the Communications Counsellor in Beijing. This role will be to help shape how the UK is perceived by decision-makers and target public audiences in Soutwest China (provinces of Sichuan, Guizhou, Yunnan and Chongqing Municipality) through creative, engaging and high impact digital content and offline events that support our public diplomacy and policy goals. This will require a good understanding of the UK-China relationship and our priorities and the changing digital and social media landscape, trends and audience preferences in Southwest China. 

The jobholder will use photography, video-production, graphic design, writing and other content development skills, as well as events planning, supplier and budget management and other execution skills to help deliver our public diplomacy objectives in Southwest China. This will involve mapping and analysing local audiences and stakeholders, producing tailored long and short form social media posts, video and other content, press releases, fliers and other products efficiently and in line with network priorities. The jobholder will need to stay up to date with social media trends and best practices to optimise our communication efforts. They will ensure that all our digital output is founded on audience insight, monitoring and evaluation.   

The jobholder will need to demonstrate excellent communication and organisation skills and a practical approach to multi-tasking and problem solving. Being a team player, with sound judgement, strong interpersonal skills, a flexible can-do attitude, and an ability to both trouble shoot, and spot opportunities is essential.

The successful candidate will work as part of the tight-knit and high performing Chongqing comms team to extend our reach, build our digital following and increase our impact. What the Jobholder will be Expected to Achieve:

Social Media Management and Content Creation (70%):

The Digital Officer will be responsible for managing the British Consulate’s social media channels on Weibo and WeChat, developing social media content and delivering digital communications activities on our social media channels.  

These activities include (but not be limited to): 

  • Leading on social media content creation and implementing digital campaigns
  • Collaborating with external and internal partners to ensure coordinated and consistent online efforts.
  • Identifying and working with key influencers on social media.
  • Reviewing new technologies and exploring new developments in the digital landscape to ensure Consulate/ Embassy communications exploit emerging trends and remain relevant to target audience.
  • Leading on the planning, filming and editing high-quality videos for our official social media channels. This includes developing video concepts and scripts, setting up camera, lighting and audio equipment.
  • Working as video editor to edit and complete video post-production (including selecting footage, adding music and sound effects, creating animations and graphics, colour grading, and adding bilingual subtitles etc.). S/he will need to know how to use video editing software such as Capcut and Final Cut Pro and Davinci Resolve to create high-quality videos for use on social media and other digital platforms.
  • Working as the Consulate’s coordinator with external graphic design supplier and the Embassy’s in-house designer, to produce high quality content for online and offline use, including social media graphics, infographics, illustrations, animations, event posters, backdrops and invitations etc.
  • Ensure all productions are in line with official branding guidelines.

Campaign and Event Support (30%):

  • Provide logistic preparation and on-site delivery support for Comms events.
  • Manage suppliers to deliver high quality service, including designers, photographers, performers, venue, catering etc.

  • A degree in journalism, marketing, communications, convention and exhibition economy or a related field
  • At least 2 years of experience in digital content creation, social media management, and digital campaign implementation
  • Excellent written and verbal communication skills in English and Mandarin
  • Experience with video filming, including using professional cameras, lighting, and audio equipment
  • Experience with video editing software, for example, Capcut
  • Experience with photography, including using professional cameras and editing software
  • Ability to work independently and as part of a team, with strong communications skills

Language Requirements: 

  • Fluent in English and Mandarin

  • Hands-on experience and knowledge of Adobe Creative suite, and other trending creative design tools
  • Event or project management skills
  • Experience in working for a media outlet or PR agency
  • Strong aesthetic skills with the ability to combine various colours, fonts and layouts
  • Ability to discover trending content, good sense of effective and functional online interactive techniques
  • Ability to deliver task independently and efficiently
  • Familiar with British history, culture and business brand and interested in public affairs

  • Gross monthly salary (before all deductions) of CNY 11,909 for Chinese Nationals paid in 13-month instalments and an abated monthly salary of CNY 16,219 per month for British Nationals and spouses/partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.
  • Insurance plans such as social and housing fund (Chinese Nationals), commercial insurance package including accidental, life, medical and business travel insurance.
  • 22 days annual leave entitlement in pro-rata which increases by 0.5 per full calendar year worked up to maximum of 25 days.

Working Pattern: Full-time, in-office employment. Availability for occasional irregular hours required (for which Time Off in Lieu will be available).
