Who are we?
The British Embassy in Dushanbe is part of a world-wide diplomatic network, representing British political, economic and consular interests overseas. We are now looking to recruit a Climate Policy and Programme Manager.
The Foreign, Commonwealth and Development Office (FCDO) handles the United Kingdom’s foreign affairs and development programmes. Its Central Asia Development and Programme Team (CADPT) manages development programmes in the region. The team is led by a Regional Development Director sitting in the British Embassy in Tashkent (BE Tashkent) and comprises British and local staff in-country and the UK. CADPT has a regional climate programme, “Climate, Energy and Water Security in Central Asia” (CEW-CA) which is managed by a UK based Regional Climate Adviser and other members of the Climate Team. The Climate Policy and Programme Manager in Dushanbe will be the climate lead for Tajikistan.
Main purpose of the role:
- Covering climate, environment, energy and water issues for CADPT and BE Dushanbe – sometimes to very tight deadlines.
- Providing programme management advice on the CEW-CA and CASA 1000 programmes such as risk management and compliance with FCDO Programme Operating Framework (PrOF) rules. And ensuring knowledge management systems are updated and information is shared across teams.
- Building strong working level networks with external partners, ministries and development partners; engaging on key climate/governance related issues in an evolving landscape.
- Supporting diplomacy outcomes, e.g. on the Conference of the Parties (COP) and wider lobbying priorities working with the Regional Climate Adviser and Climate Team. Following political developments and identifying governance opportunities and constraints that deliver on the UK’s climate ambition.

Roles and Responsibilities:
The Climate Policy and Programme Manager will be the climate lead for Tajikistan and will have the following responsibilities:
CADPT (60%):
- Support the priorities set by the Regional Climate Adviser who is the Senior Responsible Owner (SRO) for both the Climate, Energy and Water Security for Central Asia (CEW-CA) and Central Asia South Asia 1000 (CASA 1000) programmes.
- Help to deliver CEW-CA by working with the Climate Team and the implementing partners. And work closely with the Programme Responsible Owner (PRO) to support the programme management of CEW-CA.
- To be the PRO for CASA 1000 and update senior colleagues regularly on progress.
- Liaise and build strong partnerships and relationships with working level contacts in the relevant government, civil society, business and development partners and participating in events.
- Work with the British Embassy’s Communications Officer to increase public awareness of FCDO climate programmes.
British Embassy (BE) Dushanbe (30%):
- Brief the Ambassador and other embassy colleagues on climate issues in Tajikistan and across the region, linking these to UK objectives.
- Organise and prepare high-level and Ministerial meetings on climate in support of Embassy objectives.
- Build relationships with relevant UK government departments and support activities, projects and programming that delivers the UK’s climate objectives in Central Asia and Tajikistan.
- Be the campaign lead for the climate goal in BE Dushanbe’s Country Business Plan.
- Support climate and governance related events, and incoming CADPT visits.
Misc (10%):
- Continue professional development and expand technical and other relevant skills.
- There will be opportunities for travel in the region.

- fluency at C1 level in English and Russian according to the CEFR Framework*
- At least five years of experience working on development and climate programmes.
- Excellent interpersonal skills to build and maintain relationships with a range of stakeholders.

This is a 12–month full-time, fixed-term position with possibility of renewal (35 hours net per week).
The successful candidate will be subject to confirmation of a professional background check and security clearance.

Staff recruited locally by the British Embassy in Dushanbe are subject to Terms and Conditions of Service according to local employment law.
Visa/Passport requirements: Candidates must currently hold the independent right to live and work in Tajikistan and be prepared to ensure that right remains throughout the scope of the contract.

The British Embassy Dushanbe is committed to supporting the Learning and Development of all Staff, through a mix of formal training and on the job learning.
You will be expected to complete a programme of induction training, including courses relevant to your role. Beyond this, you will have access to the Foreign Commonwealth and Development Office’s International Academy, as well as local and regional development opportunities.
Working patterns:
Flexible working can be considered. Occasionally, this role may require you to travel or work outside normal working hours. The Embassy operates an informal flexible working arrangement where you can, in agreement with your line manager, take time off in lieu.
Whilst not extensive or regular, there will be opportunities to travel to other countries in Central Asia and the United Kingdom. A willingness and ability to travel, with good notice and on mutual agreement, is welcomed.
