Who are we? 

The British Embassy in The Hague is part of a world-wide network, representing British political, economic and consular interests overseas and is seeking to recruit a full – time Compliance Lead – Europe.

Main purpose of job:

The Estate Operations Compliance lead for Europe is a new specialist role reporting directly to the FCDO Head of Global Building Compliance. The successful candidate will be responsible for the day to day compliance management and oversight of the European generation 3 outsourced facilities management (FM) contract. As regional compliance subject matter expert you will also be responsible for the oversight and management of regional sustainability management and projects. The post holder will be a key member of the Estate Operations (EO) regional team and will be required to support the global maintenance programme commercial team for European projects when required. 

Maintaining strong working relationships with FM service delivery partners and EO team members will be key, and you will also be required to frequently engage with senior management and operational managers at Post, as well as with the wider FCDO estates teams on compliance related matters and policy standards. You will act as a primary advisor to the wider EO operations team for compliance advice across the contract. Regional travel will be required. 

The FCDO operates against a robust suite of property standards and the European compliance lead will be required to develop a very strong working understanding of the standards and policies in order to ensure that the service partner and wider EO team are fully adhering to the requirements.  

Roles and responsibilities:

  • To lead on compliance and policy assurance related matters during the mobilisation into transition and through to to the BAU phase of the new generation 3 facilities management maintenance contract (mobilisation to commence as of 01 December 2023).
  • To lead and undertake an audit and compliance programme to assure all activities relating to the Eu outsourced FM contract are delivered in accordance with the relevant standards and polices. Directly driving audit activity, reviewing and validating documentation against agreed standards and process to ensure all necessary documentation is provided, recorded and accurate and activities meet the required standards at all times.
  • Lead the Authorities’ compliance activity across the regional contract, representing Estate Operations through interactions with external bodies / contractors as well as with internal colleagues and partners and provide guidance and leadership to ensure assurance and governance activities are delivered.
  • Provide technical support and guidance to the wider Eu Estate Operations team members as necessary in relation to all compliance related matters for planned, reactive as well as project activities.

         Stakeholder management:

  • Develop and maintain productive and mutually beneficial relationships with FCDO colleagues at Posts and relevant senior stakeholders as necessary.
  • Establish and maintain productive and mutually beneficial relationships with private sector partners and supply chain, with key focus on the principle outsourced FM provider operating within region.
  • Ensure that the requirements and needs of all stakeholders are identified, communicated and acted upon as appropriate giving due regard to correct processes and protocols.
  • Ensure that all customer/client expectations are properly managed as they relate to compliance and the property standards/FCDO policies.
  • Closely monitor, escalate and directly engage with suppliers, Post corporate Services teams, EO operational teams and Post security collages as necessary to ensure that within the area of focus for the role,  the role holder can assure that outputs meets the necessary compliance standards as laid out in FCDO policies at all times.
  • Proactively participate with the wider Eu Gen3 operations and commercial team contract performance meetings and reviews, taking the lead on the compliance and H+S matters directly.
  • Implement and monitor change control procedures when they relate to compliance or policy changes (all policy changes will be the responsibility of  the Head of Global Building Compliance).

Technical/engineering skills are required, and experience in the audit and compliance function across contracted services in large-scale facilities contracts previously is desirable.

 Our ideal Candidate show: 

  • Full professional proficiency in English (written and spoken, minimum of C1 level for CEFR framework*);
  • Minimum of 3 years of experience in facilities management;
  • Minimum of 2 years of previous experience in compliance role;
  • Mechanical and/or electrical technical qualification;
  • Contract management experience;
  • Strong communication and organisational skills;
  • Self-initiative;
  • Proficiency using MS tools (Outlook, PPT, Word, Excel and Microsoft Teams).

Nice to have: 

  • Surveying background;
  • Team leadership experience.

The base salary for this position is €7769.48  gross per month, based on a working week of 36 hours. In addition, an 8% holiday bonus is payable each year. The successful candidate will initially be offered a 12 months employment contract with possibility of renewal at Senior Executive Officer (SEO) grade.

The successful candidate will be required to provide a BSN (citizen service number) on their start date and will need to arrange and pay for their own travel and accommodation, as well as any other living costs. The successful candidate will undergo a professional background check. Salary/tax conditions: The British Embassy is a tax-withholding agent. The 30% ruling is not applicable to the role. Under the terms of the UK/NL Double Taxation Convention (Article 18 1(b)(ii), UK nationals who move to the Netherlands to take up their new role at the Embassy or who start working at the Embassy with no previous record of working in the Netherlands, will be placed on a tax abated salary if deemed to be eligible for Dutch income tax exemption on their salary. Qualifying staff will have no Dutch income tax levied on their salary and will therefore be paid an abated salary reduced by the applicable tax they would have had to pay if that local liability had existed. A tax abated salary ensures a fair and comparable take home pay. Staff on tax abated salaries cannot claim tax benefits in the Netherlands but they are fully and comprehensively covered for social security and deemed to be resident local staff for all intents and purposes.
