To provide technical conflict advisory support for the British Embassy, working to the Grade 7 Conflict Adviser, and supporting teams to engage with robust conflict analysis to inform conflict sensitive policy and programme decision making. This is an exciting role within the British Embassy Juba, to provide advice and analysis on Conflict and Peacebuilding, and to support development of the UK’s approach to conflict and stablity in South Sudan at a critical moment in its history. The role will work to the Embassy’s Grade 7 Conflict Adviser, and will:
- Provide direct conflict-sensitivity technical advice and support across the embassy and develop our policy approach to conflict sensitivity. The successful applicant will provide advice to teams across the embassy, including with the Humanitarian and Livelihoods team, Essential Services Team and Building Stability and Open Societies team. They will generate ideas and solutions to respond to complex conflict and programme challenges and will have scope to make a significant contribution to policy.
Expected achievements: UK funded programmes integrate conflict sensitive approaches, and programme teams feel equipped and supported to engage implementing partners on strengthening conflict sensitivity principles.
- Technical Adviser on conflict sensitivity programming, including the Better Aid in Conflict (BAC) Programme (£7.1m 4 year programme), reporting to PRO and SRO and supporting Programme Officer and Senior Programme Manager to ensure high quality programme design and implementation, including on any future phase of the programme. The Adviser will apply their technical expertise on conflict sensitivity, peacebuilding and programme design to advise on and review quality of programme outputs, the strategic direction for the programme and will identify ways in which the programme can contribute to Embassy strategic goals. This includes identifying potential problems/challenges in the programme, and working with the G7 Conflict Adviser to put in place mitigating measures and develop solutions. The jobholder will develop positive working relationships with the external implementing partner that enable them to robustly challenge technical implementation and provide relevant and appropriate advice on programme delivery.
Expected achievements: Strong working relationship with BAC implementing partner; programme quality is strengthened through sound technical advisory support.
- Conduct daily monitoring and mapping of conflict trends and incidents across South Sudan and report to G7 Conflict Adviser when early warning indicators are present and emerging conflict hotspots develop. Implement sound technical understanding of conflict dynamics to accurately identify risks, provide suggested solutions and responses. Work with G7 Conflict Adviser to develop strong conflict monitoring and reporting processes for BEJ, including working to develop innovative approaches.
Expected achievement: Strong awareness of conflict dynamics and risk factors enable British Embassy Juba to make informed policy and programming decisions.
- Support G7 Conflict Adviser in conducting in-depth conflict analysis on a regular ad hoc basis, including thematic or geographic deep dives, and utilising strong technical expertise in conflict analysis and contextual knowledge and understanding.
Expected achievements: British Embassy Juba has good analytical understanding of the root causes and drivers of different conflict arenas across South Sudan and sufficient information to inform response options.
- Provide support to Conflict and Peacebuilding Programme team (Senior Programme Manager, Programme Officer, G7 Conflict Adviser) as required.
- Contribute to the wider work of the Building Stability and Open Societies team as required, including feeding into team context updates and internal and external communication tools.
- Technical comptencies in:
- Conflict analysis
- Conflict sensitivity
- Conflict response: addressing conflict, building peace, stability and security, understanding of gender and social inclusion implications in conflict and peacebuilding.
- Knowledge of the South Sudan context and relevant conflict dynamics
- Several years of relevant experience*, which may be augmented by a formal qualification of direct relevance (* Relevant experience is defined as international work experience of direct relevance to the competency)
- Fluent in English
- Must meet the minimum criteria for “Practitioner Level” on FCDO’s Conflict Technical Competency Framework, and be willing to accredit to or work towards accreditation to the FCDO’s Conflict Cadre. (See the Conflict Technical Competency Framework (publishing.service.gov.uk)
- Experience in development, humanitarian, or peacebuilding programme implementation
