Who we are: 

The British High Commission (BHC) in Malta is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking for a Consular Officer. 

Main purpose of job:

To work as part of a high performing team delivering first class consular assistance and support to British people visiting and living in Malta.

To build and maintain good working relationships with internal and external stakeholders, in order to support British nationals in times of difficulty.

To support the Consul and colleagues in the Italy and Europe network to deliver against our strategic objectives. 

We are looking for a motivated, empathetic and resilient individual, with excellent communication and problem solving skills.

Assistance 

  • To provide consular assistance to British nationals in Malta in line with Consular guidance, whilst ensuring family members in the UK are also informed and supported;
  • Conduct visits to vulnerable British nationals which may include to prisons, courts, hospitals, morgues;
  • Work with colleagues at post and FCDO UK to ensure a joined up approach to high profile cases ensuring internal stakeholders are fully informed;
  • Responsibility for auditable official documents as well as occasional financial transactions;
  • Issue Emergency Travel Documents;
  • Occasional out of hours work responding to a high profile case or crisis situation;
  • Possibility to provide resilience and support to other posts across the Europe network.

Prevention

  • Identify and escalate trends and issues to support prevention initiatives, collaborating closely with colleagues in Malta and across the European network on preventions campaigns and messaging;
  • Identify services available from local organisations and professionals to make it easier for British nationals to obtain help;
  • Ensure information on GOV.UK is accurate and up-to-date.

Crisis

  • Maintain a high level of preparedness in order to effectively  respond to local crises involving British people;
  • Participate in local crisis planning and exercising as part of a mission-wide effort;
  • Collaborate with emergency service agencies and possible deployment in the event of a crisis involving British people;
  • Support contingency planning for large-scale events likely to attract significant numbers of British visitors.

Stakeholder engagement

  • Identify and help to develop a network of mutually beneficial relationships with internal colleagues, local authorities, travel and tourist industry, British community groups, and the NGO sector;
  • Liaise and collaborate with local authorities to understand local policies, procedures and how they impact on British nationals.  Proactive engagement to solve issues and reduce negative impact;
  • Work closely will colleagues across the High Commission ensuring excellent communication and collaboration to achieve the wider Government strategy.

  • Excellent verbal and written English language skills (minimum C1 level, CEFR*);
  • Minimum of 3 years of experience in customer facing role including a proven ability to support customers in traumatic or difficult circumstances;
  • Resilience and resistance to trauma, ability to cope with the challenging nature of consular work;
  • Strong team player with excellent communication and problem solving skills;
  • Excellent time management; ability to work under occasional periods of high stress;
  • Excellent IT skills (use of Outlook, Microsoft suite, Word and Excel essential);
  • Key qualities are flexibility, empathy and resilience.

  • Previous Consular experience; 
  • Knowledge of Maltese (B1) language, government structures and processes; 
  • Experience responding to crisis situations and/or crisis training.

This is a 12-month fixed-term full-time contract (35 net hours per week) subject to a three (3) months’ probation period. 

The start date mentioned in the advert is just an expected start date. The appointment can start earlier or later depending on several factors.

The successful candidate will be subject to confirmation of a background check and security clearance.

Staff recruited locally by the British High Commission in Malta are subject to Terms and Conditions of Service according to local Maltese employment law.

Visa/Passport requirements: candidates must currently hold the independent right to live and work in Malta and be prepared to ensure that right remains throughout the scope of the contract. The successful candidate will be subject to professional background and security clearance.

It is important to note that the consular caseworker role is very demanding and will entail dealing with casework in situations that may involve death, detention, rape and sexual assault and prison visits. You will be required to deal face to face with highly distressed customers who may be in shock, grieving and in a crisis situation. Candidates should therefore have a high level of resilience to trauma.
