The British Embassy in Lisbon, Portugal, is seeking a talented Digital, Data and Technology (DDaT) Contract Manager to join a newly established team in the UK Foreign, Commonwealth and Development Office’s (FCDO). This is a unique opportunity to contribute to a high-impact function that supports the delivery of Digital, Data and Technology (DDaT) Services across our global digital portfolio. This role provides the opportunity to be directly involved in managing contracts that underpin critical services across consular, crisis response, and digital infrastructure.

This is a hands-on role requiring strong Contract Management, Supplier Relationship Management (SRM) and influencing skills to lead, support and collaborate with stakeholders across the supply base and the wider FCDO.

Contract Management

• Direct management of selected larger and more complex contracts:

               -Coordinate with stakeholders and SROs to understand business objectives.

               -Drive benefits through effective contract management.

• Develop and implement:

               -Contract management plans.

               -Compliance and obligations matrices.

• Monitor contract performance to ensure value-for-money solutions:

               -Track supplier performance against KPIs (time, cost, performance).

               -Maintain effective contract management information systems.

• Provide feedback on supplier performance to project leads.

• Assist with contract enforcement:

               -Identify performance trends and non-conformance.

               -Support dispute resolution and enforcement tools/remedies.

• Offer commercial advice to business SROs and contract owners.

• Review contract requirements and commercial models to inform future sourcing strategies.

• Lead supplier/FCDO negotiations: Handle contract variations, disputes, extensions, and renewals.

• Support wider FCDO priorities through supplier relationships:

               -Identify opportunities and propose improvements.

               -Champion initiatives that enhance commercial outcomes and promote innovation.

• Carry out administrative tasks: Contract management filing and administration.

• Perform other duties as required.

Stakeholder Management

• Act as a “trusted adviser” to FCDO business units:

              -Ensure delivery of contractual obligations.

              -Identify commercial and contractual solutions to in-life contract issues.

• Interface with suppliers and internal departments:

              -Understand contract changes and additional service requirements.

              -Negotiate contract terms as needed.

• Liaise with relevant directorates for policy queries: Act as a subject matter expert on commercial policy.

• Champion contract management best practices throughout the contract lifecycle.

Corporate Responsibilities and Staff Management

• Line manage an EO contract support officer based in Lisbon.

• Prepare data management tools for corporate information returns.

• Cascade information requests.

• Support succession planning, staff development, and skills review for Commercial staff.

• High level of fluency in English, both spoken and written — minimum C1 level according to the CEFR*

• University degree or equivalent in Procurement, Supply Chain, Business, Information Technology, Economics, Finance, or a related field.

• DDaT Sector Background: Minimum 3 years of relevant experience in sourcing and/or contract management within the Digital, Data and Technology sector (as either a buyer or supplier). 

• Commercial Contract Management: Strong track record in managing complex commercial contracts and delivering successful outcomes.

• International Procurement: Experience working in a regional or international procurement role beyond the domestic market.

• Team Leadership: Demonstrable experience in line management and leading teams to achieve commercial goals.

• Stakeholder Engagement: Proven ability to influence and support internal and external stakeholders, including non-commercial staff.

• Customer Service: Strong service orientation with experience guiding others.

• Analytical Thinking: Ability to interpret complex data and commercial models to support decision-making.
