The British Embassy in Algiers is seeking to appoint a Finance and Procurement Manager, job grade Executive Officer (EO).

The successful candidate will lead on procurement, budget management and financial planning at the British Embassy. Coordinate accurate and timely financial and logistic processes, including budgeting, forecasting, franchise paperwork, and related communications. Ensure systems and processes are in place and followed to deliver value for money and compliance with FCDO rules. Report to a diverse range of UK stakeholders on all financial matters and logistic processes. making recommendations based on accurate forecasting of spend and central finance policy and processes.

Duties and responsibilities:

  • Lead on local finance operations, including the implementation of global policy and guidance. Co-ordinate Post monthly and annual processes including financial planning, accurate budgeting and forecasting, communications, timetables, data requirements and modelling to support global processes. Make recommendations to Post 1HMG Committee as required.
  • Monitor Post performance against key performance indicators and financial performance and compliance indicators, and liaise with other staff to ensure that measures are in place for corrections. Co-ordinate finance audit responses at Post and run regular self-audits, including monitoring and ensuring that the cash spend is kept to a minimum and reconciled on a monthly basis. Provide monthly updates to the Ambassador/Deputy Head of Mission on Post budget/compliance.
  • Management of the Embassy official bank accounts, including ensuring that local and UK funding are sufficient to cover transactions. Liaising with diplomatic staff to deliver sterling transfers. Ensure the Corporate Rate and the Commercial Rate of exchange are monitored in line with guidance
  • Management of payroll in line with local regulations and Finance Hub deadlines, including timely submission of tax and social security contributions. As well as ensuring the delivery of payslips to staff.
  • Build strong, collaborative relationships with Finance and HR Business Partners, Post leadership team and global transaction processing teams. Provide policy and financial advice to budget holders, senior management and the 1HMG Committee at Post. Support local projects requiring finance decision making and process improvement within Corporate Services.
  • Management of recharge system and costing templates for partners and other departments to join and leave the platform at Embassy, in line with the memorandum of understanding. Act as primary contact for finance queries from partners across government. Manage of sponsorship contracts and income generation.
  • Oversee the overall procurement across the Embassy, and work with the Regional Procurement Hub to ensure compliance with the FCDO Procurement policies and guidelines. Provide guidance and training to staff on procurement processes. Negotiate best value for money VFM with suppliers by monitoring the market, and renewing the contracts within the timeframe and following the FCDO standards.
  • Oversees protocol related work, ensuring systems and processes are in place to ensure documents are processed correctly and on time and that service level agreements are respected. This includes ensuring good record keeping and follow-up/monitoring of requests and Note Verbales.
  • Contribute to Embassy Crisis Preparedness, including ensuring up to date Logistic Contingency Plans.
  • Line management of one (1) AO Finance officer, and one (1) AA General Assistant, and management of local budget (£1,5M).

The above list is not exhaustive and you will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

Working hours and other benefits:

The Embassy offers an attractive working environment and remuneration package for the role, including a non-negotiable gross salary of DZD 154,068.24 per month plus DZD 15,000. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.

No accommodation and relocation expenses are payable in connection with this position.

The package includes medical insurance, 25 days of paid leave annually (on pro rata basis, increasing to 30 days after completion of 5 years of service) along with up to 14 days paid public holidays. The Embassy offers a good working environment in a modern, purpose-built office, as well as use of the Embassy’s recreational facilities: on-site swimming pool, a tennis court, and gym facilities after working hours.

This position is for a full-time employment, on a permanent contract, subject to a 6-month probationary period.

Conditioned working hours is 38 hours per week. Normal working hours are 08:00 to 15:40 from Sunday to Thursday. The Embassy encourages flexible working, with an opportunity for staff to work one day a week from home subject to operational need and line manager’s approval.

Process:
