The British Embassy Kyiv is part of a worldwide network, representing British political, economic and consular interests overseas. We are recruiting an Economic Adviser, a role in the Embassy’s Political and Economic Team (PET). Drawing on local contacts and reporting, the job holder will lead on detailed advice for the British Embassy in Kyiv, supporting the First Secretary Economy and wider team to develop policy recommendations to further UK-Ukraine cooperation in all sectors of the Ukrainian economy, with a growing focus on technology and innovation.

Roles and responsibilities:

  • Follow and report on local developments in Ukraine’s economy. Provide policy recommendations, advice and briefings to the Embassy team (up to and including the Ambassador) and across Whitehall (particularly the Foreign, Commonwealth and Development Office, His Majesty’s Treasury, the Department for Science, Industry and Technology and the Department for Business and Trade) on issues such as:

a.      Implications and impact of war on Ukraine’s economy including budget sustainability, government expenditures and external financial support;

b.      Ukraine’s economic reform programme and delivery of IMF and EU reform requirements;

c.       Ukrainian tech sector and innovations, including in AI and digitisation, spotting areas for UK-UA technical cooperation;

d.      Ukraine’s transport and trade policy with neighbouring countries and resilience of key exports e.g. grain.

N.B. this is a general idea of the key issues, but it is not a strict or exhaustive list of areas/responsibilites. The jobholder will have the opportunity shape and develop the role and Embassy priority areas within the economic and tech spheres. The jobholder must also be flexible and adaptable to changing business needs of the Embassy as the war develops.

  • Develop and maintain a local network – as the key Ukrainian economic and technology focal point in British Embassy Kyiv – of contacts in ministries, government agencies, think-tanks and academic institutions, etc which they can draw on for advice and information;
  • Work across teams, including: the Embassy’s Programme Team to ensure that UK aid is delivering impact in the economic and technology sectors; the trade team to support UK businesses vying for commercial deals in the tech sector; as well as numerous departments in London all supporting the development of UK policy in Ukraine.

  • Fluency at C1 level in English and Ukrainian according to CEFR framework*, or equivalent;

  • Detailed knowledge and previous experience in the Ukrainian Economy and/or Tech sector of Ukraine;

  • Ability to work across multiple teams;

  • Strong drafting skills;

  • Proactivity, flexibility, and strong team working skills;

  • Ability to work on own initiative, often without direct supervision;

  • IT literacy, including MS Office (Word, Excel, PowerPoint)

  • Experience delivering economic policy in Ukraine, either in government, academia, public administration or international organisations, and/or experience in the Ukrainian tech sector.

This is a full-time permanent contract, for 36 working hours per week including 1 hour per day for lunch.

British Embassy Kyiv will provide a full induction. The jobholder will have access to British Embassy Kyiv’s full learning and development offer, which includes the Foundation Programme in UK International Policy and Diplomacy and other related courses. This position provides an excellent opportunity to learn about the role of an Embassy and international relations/diplomacy in Ukraine.

The successful candidate will be subject to professional background and security clearance.
