Main purpose of job:

As the Education Programme Officer, you will play a key role in the delivery of UK aid programmes in DRC.  You will be the Programme Officer for the British Embassy Kinshasa’s multi-million pound education programme “AXE-Filles” and new programming on reproductive health in humanitarian settings in DRC. You will work closely with the wider programme team and technical advisers to ensure the programmes are delivered well and have an impact.

You will build a strong network across the Embassy, including with our Finance, Corporate and Risk & Compliance leads, as well as with our partners in the development sector in DRC.

There will be many opportunities for learning and development, including covering programme manager tasks when they are on leave, and taking up a role on one of the Embassy corporate committees.

Roles and responsibilities:

  • You will support the education team to deliver the UK’s education programme in DRC as it ramps up in its second year. This includes ensuring compliance with mandatory rules and processes and demonstrating best practice across all areas of programme, risk, financial and commercial management.
  • You will provide programme support for a new reproductive health component of the Embassy’s humanitarian programme. Working with technical advisers and programme colleagues, you will contribute to the effective delivery of the programme. This includes financial and risk management, due diligence, assurance and compliance.

This role will be responsible for:

  • Ensuring compliance with FCDO’s Programme Operating Framework, managing work across all areas of the programme cycle, including financial management, risk management, assets oversight, commercial compliance, fraud and safeguarding compliance, record management and delivery plan management.
  • Building good relationships with our programme implementing partners, including Non-Governmental Organisations (NGOs) and United Nations (UN) development partners; planning for and setting up regular meetings with them, and drafting meeting minutes.
  • Drafting key documents, including programme annual reviews, submissions, Due Diligence Assessments and Travel Risk Assessments, as required.
  • Supporting the monitoring of programmes to ensure quality, including through document analysis, meetings and field visits.
  • Participating in education sector meetings, supporting the UK’s engagement with the Government of DRC, donors and other partners.
  • Acting as the team’s Safeguarding Champion, ensuring compliance with safeguarding across programmes and preventing and mitigating risks of Sexual Exploitation, Abuse and Harassment (SEAH) across all our work in the Embassy.

There will also be opportunity to cover programme manager tasks during periods of annual leave.

This role will support the management of programme budgets up to around £30m in value.

  • Demonstrable ability to prioritise your workload, show initiative, meet deadlines and complete tasks with attention to detail.
  • Ability to work flexibly, collaboratively and professionally within a team and with partner organisations.
  • Prior experience in the delivery of projects, programmes or similar initiatives.
  • Excellent English and French language proficiency, including written and verbal skills

  • Strong computer literacy with a full knowledge of Microsoft office applications (Microsoft Teams, Word, Excel and PowerPoint).
  • Experience of working on development programmes.
