The British Embassy in Cairo is looking to recruit a Human Resources Manager, job grade Executive Officer (EO), on a fixed term contract of one (1) year (renewable).
The Human Resources Manager will lead on People and Human Resource issues ensuring that we recruit, retain and manage people in line with FCDO guidelines and local labour law. They will work with the Deputy and Heads of Corporate Services, the Deputy Ambassador and the People Committee to support, develop and realise the potential of our people, build a motivated and high-performing Embassy team, and create a happy and inclusive place to work.
The jobholder will build effective relationships with teams across the mission, the region and global hubs and with external partners to deliver high quality HR and People related advice and support ensuring best practices across the Embassy and consistency of approach.
Human Resources
- Work closely with the Regional HR Hub to provide clear advice on Country Based Staff HR issues ensuring HR polices are clearly and consistently applied across the Embassy.
- Deliver People Strategy of the Embassy. Support Deputy Head of Corporate Services in its design.
- Work in partnership with the HR Hub to ensure job descriptions promote inclusive recruitment practices, including in job descriptions and sift/interviewing processes. Act as an impartial adviser when issues are identified.
- Provide advice and guidance to Managers on terms and conditions applicable to Country Based Staff (Staff Handbook).
- Lead and manage the Post Induction for new employees.
- Work closely with the HR Hub to manage performance concerns, disputes, and disciplinary matters.
- Provide support to managers when concerns are identified.
- Ensure HR cases are handled quickly and fairly within the timelines set by the local labour law. Follow up on cases and update SLT on any delays.
- Monitor global and regional FCDO HR policy developments and local labour law.
- Lead on reviewing and updating the CBS Handbook to ensure compliance with the local labour law and FCDO policies.
- Monitor and support Post compliance with HR requirements on performance management and Learning & Development (L&D).
- Assist with the planning and executing of any restructures.
- Support Management and HR Hub as required including on communications, especially in support of the People agenda
- Assist with more complex HR cases where formal investigation or disciplinary action is needed.
- Participate in the Embassy Gender Equality, Disability and Social Inclusion (GEDSI) working group and ensure our HR policies and practices are considered through a GEDSI sensitive lens.
Learning and Development
- Working with the People Committee to understand the Embassy’s learning needs, implement an L&D strategy/ programme focussing on learning at work, through each other coaching and mentoring alongside more formal learning.
- Deliver workshops to Managers on HR obligations in relation to recruitment and performance management.
- Develop a process to record and celebrate learning and evaluate the impact and value-add of learning activities.
- Oversee the L&D Budget.
People Committee
- Working with the Deputy Ambassador and the People Committee on the People Strategy, ensure effective staff engagement with and regular feedback channels throughout the year and ensure timely implementation of commitments in response to staff feedback.
Welfare
- Promote a good work/life balance for staff and the importance of mental health for all. Work with Line Mangers to ensure staff take their leave and do not carry excessive balances.
- Manage the Country based staff medical contract and support UK based staff where required.
Transport
- Line Management of one (1) AO Transport Manager and oversight of Transport Team and operation. Ensure it is delivered in line with FCDO requirements and meets the needs of customers.
Crisis/ Emergency Planning
- Must be aware of and be involved in any Post contingency and evacuation planning and response usually as part of the Welfare Team

- Excellent communication skills in English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
- Someone with sound judgement and the ability to analyse information and tailor it so it can be understood by range of audiences.
- Strong interpersonal skills and passionate about helping people deliver their potential
- Excellent team working skills with a strong ability to build cooperative working relationships whilst being able to work independently.
- Experience of (informal) coaching or mentoring colleagues.
- IT literate and well versed in Microsoft Office applications (Outlook, Word, Excel, PowerPoint, Teams).

Eligibility:
If you are selected for this position, the Embassy will be able to employ you as long as you:
- Have the right to work and live in Egypt; and
- Receive the appropriate level of security clearance.
Remuneration:
The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of USD 1,736 per month, subject to insurance and tax as per the usual regulations, based on a 36 net hours per week.
Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
We offer a competitive package including medical benefits, performance related bonus, recreational facilities, opportunities for job related training and development, etc. There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.
This role is for a full-time employment, on a fixed-term contract of one (1) year, subject to three (3) months’ probationary period.

Process:
The recruitment process, including security clearance, is expected to take around 2-3 months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidate’s profile and UK footprint.
