The British Embassy in Cairo is looking to recruit a Post Security Manager (PSM), job grade Executive Officer (EO).

Main purpose of job:

  • To support the Post Security Officer (PSO) and Regional Overseas Security Manager (ROSM) in the delivery of effective security and safety measures at the British Embassy Cairo and UK staff residences; appropriately mitigating and managing risk, ensuring the safety of staff and assets under normal working conditions whilst also preparing for times of crisis.
  • To lead a team of 20 Security Guards employed by the Embassy. Setting and monitoring operational procedures and standards and ensuring excellent Line Management in line with embassy values.
  • Supporting the ROSM in the consideration, planning, implementation and operation of physical security measures at the British Embassy Cairo, overseeing these measures at the embassy and UK-based properties and managing day-to-day access issues as they arise.
  • Act as the point of contact with local police, law enforcement agencies, the military and other Egyptian government agencies, developing and maintaining good working relations with senior police officers and counterparts in the host government and partner embassies, liaising on the provision of police and other security support to the embassy.
  • Support the Corporate Services Team (CST) delivering essential services to the embassy in daily operations and in the maintenance and updating of crisis stores.
  • Assist with updating security elements of crisis management plans, ensuring staff and families are aware and fully briefed.   Act as a member of the Crisis Emergency Team, providing security advice and assistance during crisis or emergency situations.
  • Help structured emergency procedure training for guards, staff and families.  Planning and conducting emergency drills and the weekly testing of all alarm systems.
  • Be the focal point for Country Based Staff (CBS) security clearance processes, coordinating requirements with the ROSM and HR team.
  • Conduct security briefings for new CBS staff and official visitors as required and issue security passes (if applicable).
  • In collaboration with the Secure Technical Services Officer (STSO), manage and maintain technical security systems of the embassy, including emergency communications equipment and pass control.
  • Assist in the preparation and coordination of additional security measures for major embassy events and VIP visits, liaising with venue security and local law enforcement.
  • Undertaking additional duties in support of embassy requirements.

Roles and responsibilities:

Guarding

  • Daily interface with and management of the contacted guard force, ensuring service delivery against key performance indicators, ensuring guard awareness and response to emergency procedures, including fire and terrorist drills, real or otherwise.
  • Preparation of guard briefing procedures, security, events, and emergency plans.
  • Ensuring the function of guard force technical equipment.
  • Liaison with Corporate Services regarding guard appointments, security clearances and training.

Operational Security

  • In collaboration with the ROSM, provide security advice including management and investigation of operational incidents.
  • Be point of contact for all event security, ensuring guest lists are received in sufficient time and additional resources deployed where necessary, taking into account budgetary constraints and any necessary changes and adjustments in the program when required. Ensure the proportionate safety and security measures are in place.
  • Advise the Post Security Officer (PSO) and ROSM of any security breaches and occurrences, concerns and requirements, including repair of security equipment, gates, blockers and perimeter fencing etc.
  • Security briefings for official visitors, temporary duty staff, new joiners and arriving families and assisting with training delivery to contractors.
  • Issue staff entry passes; maintain access control system and database.
  • Assist ROSM with implementing Security Advisor recommendations, local staff clearances, independent research, providing reports on security-related subjects as required, analysis of current crime figures and trends in liaison with the PSO and ROSM
  • Be part of post’s crisis management plans and take part in crisis exercises as and when required.
  • Develop collaborative security knowledge via networks with other mission’s security staff, the Police and diplomatic and private security firms (covered above)
  • Carry out regular emergency drills and security training for staff.
  • Be available to escort non-cleared contractors or visitors.

Deputise for the ROSM in his absence by: 

  • Providing first rate professional and up to date security advice to all staff regarding the management and investigation of operational incident
  • Manage any operational incidents with calmness, empathy and expertise in a way that ensures the embassy’s security and reputation.
  • Liaise with CST to conduct residential security surveys on potential new properties.
  • Act as point of contact for any local security projects under the guidance of the ROSM.

The above list is not exhaustive and the jobholder will be required to be flexible and take on other ad hoc tasks as required. The job description may be reviewed to meet changes in business needs.

  • Experience in security management in corporate, military/ government sectors, or other relevant experience.
  • Experience/ knowledge of Health & Safety working practices.
  • Proven ability to communicate effectively (both verbal and written) to staff and other external parties, including law enforcement organisations.
  • Excellent communication skills in English and Arabic, both written and spoken. Able to express ideas and messages clearly and concisely, both orally and in written communication.
  • Proven record of strong problem-solving skills backed by sound judgement, discretion and diplomacy.
  • Ability to think rationally and take decisive action when under pressure and during challenging situations.
  • Ability to work quickly, reliably, and proactively with attention to detail and with limited supervision.
  • Must hold a full driving licence in Egypt.
  • Strong IT computer skills and in using Microsoft Office applications (Word, Excel, PowerPoint, Outlook, and Teams).

  • Previous experience working within a British Organisation.

Eligibility:

Applicants must have the legal right to live and work in Egypt.

Remuneration:

The Embassy aims to offer an attractive working environment and remuneration package for this role, including a non-negotiable gross salary of USD 1,570 per month, subject to insurance and tax as per the usual regulations, based on a 36 hours per week. However, employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount. 

The nature of this role does not allow for full remote working, however there maybe opportunities to work from home occasionally in line with BE Cairo’s policy.

We offer a competitive package including medical benefits, performance related bonus, recreational facilities, opportunities for job related training and development, etc. There are no other allowances payable as part of this package. No accommodation nor relocation expenses are payable in connection with this position.

The role is for a full-time employment on a fixed term contract basis for one (1) year, subject to three (3) months’ probationary period.

The recruitment process, including security clearance, is expected to take around 2-3 months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates profile and UK footprint. Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
